VSS: Implementing Coordinated and Unified Administrative Reform Across Various Fields

In recent times, the Vietnam Social Security (VSS) has consistently identified administrative reform (AR) as a core, pervasive, and vigorously implemented task in a coordinated and comprehensive manner across all areas and stages, ensuring unified implementation from the Vietnam Social Security (VSS) to provincial and municipal levels.

Communication activities regarding AR are conducted regularly and continuously

In 2023, the entire VSS sector issued around 970 documents related to AR direction, of which the VSS itself issued about 30 documents concerning AR, such as the Regulations on the Organization and Operation of the Receipt and Results Return Department for Administrative Procedures under the one-stop, inter-agency mechanism within the VSS sector (Decision No. 475/QD-BHXH), and the Procedure for Handling Internal Work within the VSS Sector according to ISO 9001:2015 national standards (62 procedures; Decision No. 1212/QD-BHXH), etc.

Communication and inspection activities regarding AR are carried out regularly, continuously, with many innovations and contributions to spreading the AR spirit to participants and beneficiaries of social insurance, health insurance, and employment insurance, enhancing administrative discipline and efficiency among the civil service personnel.

Furthermore, the VSS continues to review, update, and synchronize data on administrative procedures on the National Public Service Portal; expand the provision of online public services at Level 4 on the National Public Service Portal and provide additional services and utilities through the VssID application. As of now, the VSS has provided 81 public services (including 78 full-process public services) and 02 inter-agency administrative procedures. Restructuring processes have been completed, decisions have been issued, and relevant administrative procedures have been published regarding household registration submission, temporary residence book issuance, and residence confirmation within the VSS's jurisdiction.

The VSS has reported to the Ministry of Finance on the financial autonomy plan for enterprises in the 2022-2026 period based on the specific tasks of each enterprise. In 2023, about 64% of individuals receiving social insurance benefits and unemployment allowances received them through personal accounts in urban areas (a 3% increase from 2022, surpassing the target set in Prime Minister's Decision No. 1813/QD-TTg).

In 2023, the VSS focused on directing the implementation of tasks and solutions according to the Prime Minister's Decision No. 06/QD-TTg dated January 6, 2022, such as coordinating with relevant ministries and sectors to implement technical measures to ensure gradual use of chip-based citizen identification cards, applying the national electronic identification VneID to replace paper health insurance cards; deploying integrated, online public services on the national public service portal, etc.

Pilot implementation of biometric verification technology based on biometric information integrated on chip-based citizen identification cards and on national population database data in Quang Binh and Hanoi; implementing biometric verification in the reception of documents and return of results for administrative procedures at the one-stop department of Binh Duong provincial Social Security and Dong Da district Social Security, Hanoi, with over 18,000 individuals submitting documents. The pilot implementation has shown several benefits for citizens, healthcare facilities, and social security agencies.

Continuing effective AR work in 2024

In 2024, the VSS will carry out comprehensive and unified AR in various areas: administrative procedures, organizational structure, civil service regime, public finance, and digital government development:

The VSS will continue to adhere to the Party's, State's guidelines, orientations, and directives regarding AR work, promptly translating them into objectives, tasks, solutions, programs, and plans for implementation throughout the sector. Implementing synchronized solutions to effectively achieve the tasks set out in the 2024 AR Plan; organizing and implementing the assigned AR tasks in accordance with Government Resolutions No. 01/NQ-CP, 02/NQ-CP dated January 5, 2024.

Emphasis will be placed on reviewing, cutting, and simplifying administrative procedures to ensure simplicity, ease, and convenience for businesses and citizens; promoting payment through public service organizations, cashless payments as directed by the Government; diversifying forms of document submission, results return for administrative procedures, and forms of online public service provision by the sector; investing in infrastructure, improving service quality, and ensuring the best rights and satisfact ion levels for social insurance, employment insurance, and health insurance participants.

Continuing to strengthen administrative discipline, enhancing the role and responsibility of agency and unit heads; assigning clear responsibilities and tasks; encouraging and promptly rewarding organizations and individuals with outstanding achievements, initiatives, and good practices; while strictly handling violations in the execution of duties and tasks./.
