Steering Committee for the Implementation of Social and Health Insurance Policies at the Commune Level According to the Government's Decree No. 33/2023/NĐ-CP be improved

The Director-General of the Vietnam Social Security (VSS) has recently issued a memorandum to the Directors of Social Security office in provinces and centrally governed cities regarding the implementation of tasks in accordance with the Government's Decree No. 33/2023/NĐ-CP.
On June 10, 2023, the Government issued Decree No. 33/2023/NĐ-CP, which stipulates regulations for commune-level officials, civil servants, and non-specialized individuals at the commune level, in hamlets, and in residential groups.
According to Article 6, Clause 11 of Decree No. 33/2023/NĐ-CP, officials in the Culture and Social sector belonging to the commune-level civil service, are assigned additional tasks: Providing advice to the People's Committee of the commune in social, health insurance, labor safety and hygiene matters; establishing criteria for the development of participants in social insurance and health insurance within the annual socio-economic development plan to be submitted to the People's Council at the same level for decision-making.

In order to engage the participation of the political system down to the commune level in implementing local social, health and unemployment insurance policies, the Director-General of the Vietnam Social Security has instructed the Social Security agencies in provinces and centrally governed cities to expeditiously carry out the following:
Disseminate and thoroughly explain the contents of Government Decree No. 33/2023/NĐ-CP to officials, civil servants, and employees under the provincial Social Security system, ensuring their understanding and proactive collaboration with the officials in the Culture and Social sector during the execution of their assigned duties and tasks.

Direct the district-level Social Security offices to actively and cooperatively work with the district People's Committees, commune People's Committees, and relevant local agencies and units in establishing criteria and targets for the development of individuals participating in social and health insurance. These criteria and targets should be submitted to the People's Council at the same level for inclusion in the annual socio-economic development targets, in accordance with the Government's Resolution No. 69-NQ/CP dated May 19, 2022, regarding the assignment of development targets for participants in social insurance, and Decision No. 546/QĐ-TT dated April 29, 2022, by the Prime Minister, regarding the assignment of targets for the coverage of health insurance during the 2022-2025 period.
During the work program in Ha Giang province, on the morning of May 28, Prime Minister Pham Minh Chinh and the Government's delegation offered incense to commemorate the Heroic Martyrs at the Vi Xuyen National Martyrs Cemetery, Vi Xuyen District, Ha Giang Province - the resting place of more than 5 martyrs who fought and sacrificed their lives in the war to protect the northern border.
Attending the ceremony were members of the Party Central Committee: Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung; Minister of Natural Resources and Environment Dang Quoc Khanh; Deputy Minister of National Defense, Senior Lieutenant General Hoang Xuan Chien; leaders of ministries, central agencies and Ha Giang province.
Started construction in 1990, Vi Xuyen National Martyrs Cemetery has just been upgraded and expanded with a scale of more than 10 hectares, the resting place of more than 1.870 martyrs and the collective graves of martyrs who died in the war to protect the northern border of the country.
In the fight to protect the northern border, the Heroes and Martyrs fought bravely, protecting every inch of the sacred land of the Fatherland with the will of "an inch not to go, one cup to not move," determined to hold on to every hill, cliff, high point, the brave spirit of "living on the rocks to fight the enemy, and die petrified and immortal."
Particularly at Vi Xuyen front, more than 4.000 officers and soldiers died heroically, more than 9.000 people were injured and there are still thousands of remains of officers and soldiers scattered in the rock crevices, deep valleys that have not been found and assembled. The feats and names of the Heroes and Martyrs have become immortal, engraved in the nation's history and forever remembered in the minds of every generation of Vietnamese people.
In the dignified and respectful atmosphere, Prime Minister Pham Minh Chinh and the delegates offered flowers and incense to commemorate and thank the heroes and martyrs; vow to continue making efforts to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland; to build the country more and more powerful and prosperous, people's life more and more prosperous and happy.
Recording a souvenir gold book, Prime Minister Pham Minh Chinh vowed to unite with one heart and be absolutely loyal to the Party, Fatherland and People; determined together with the whole Party and people to successfully carry out the renovation work, firmly build and defend the socialist Vietnamese Fatherland.
Also in the morning of May 28, Prime Minister Pham Minh Chinh attended the ceremony and cut the ribbon to inaugurate the Ha Giang Provincial Museum.
The project to renovate and upgrade Ha Giang Provincial Museum was started construction in December 12 with a total investment of more than 2020 billion VND. The museum has an area of about 106m4.100; The first floor is the area where artifacts and paintings are arranged, combined with projection technology, reflecting the history of the land and Ha Giang people from the time it was formed to the stage of opening the Happiness Road to the Dong Van Stone Plateau. The second floor uses sound and light technology to represent the space of artifacts, people, cultures and beliefs of ethnic groups, along with the diversity of Ha Giang's flora and fauna.
Overall, the Museum forms an open and modern space, but retains the typical values and identity of Ha Giang. As a result, residents and visitors to the Museum can experience the whole picture of Ha Giang even without directly exploring each location on the province's tourist map.
Direct the district-level Social Security offices to continue advising the local party committees and authorities at the commune level on the complete formation of the Steering Committee for the Implementation of Social and Health Insurance Policies. This committee should comprise members including officials in the Culture and Social sector, district-level Social Security personnel, associations, organizations at the commune level, village chiefs, neighborhood leaders, and service collection points within the commune's jurisdiction. A charter for the committee's operations should be issued, clearly delineating the responsibilities of each member and assigning development targets for social and health insurance participants to each Steering Committee and its members.
VSS’ Director-General requests the Directors of the Social Security offices in provinces and centrally governed cities to diligently implement the above-mentioned tasks. In case of any obstacles during the implementation process, timely reports should be made to the People's Committees of provinces, centrally governed cities, and the VSS for consideration and resolution.
