Việt Nam Social Security strives to offer better social welfare

Việt Nam Social Security (VSS) recently hosted an international conference entitled “Good Governance for Better Social Security Services” in HCM City.

VSS currently acts as chairman of the ASEAN Social Security Association (ASSA) for the 2018-19 term.

The conference attracted the participation of experts from the International Social Security Association (ISSA), the International Labour Organisation (ILO), the World Health Organisation (WHO), the World Bank (WB) and representatives from members of the ASSA.

The conference was an important event as part of the ASSA action programme.

The programme was approved at the 35th ASSA Board Meeting which was held in Việt Nam in 2018, towards Việt Nam’s ASEAN President Year in 2020.

Speaking at the conference, NguyễnThị Minh, Deputy Minister, General Director of the VSS, emphasised that good management was an important and pressing target of all social welfare organisations in every country in order to provide good services and meet residents’ higher and higher demands.

Experts from ASSA said good management played an important role and had decisive meaning in providing effective social welfare services on a global scale.

Thus, as chairman of ASSA, the VSS hoped to bring its international knowledge and experiences in social welfare system management to social welfare organisations in the area.

The management is based on basic principles and core values including ‘transparency, accountability, consistency and participation of different strata in society’.

Thereby, the country moves towards a modern, comprehensive, sustainable, reliable and transparent social security system, which ensures access to all people through good governance and cooperation.

The system will contribute to promoting economic, cultural and social development; strengthening connectivity, innovation and gradually narrowing the gap between social security organisations in the region and around the world based on the ASSA Declaration signed at the 35th ASSA Conference held in Việt Nam in 2018.

The conference demonstrates concern and assistance from the social welfare community all over the world and development partners towards supporting the governance capabilities for ASSA in general and each ASSA member in particular.

If offers new approaches and appropriate management methods to adapt to the context and conditions of the Fourth Industrial Revolution (Industry 4.0).

During the conference, domestic and international social welfare experts discussed and exchanged experience from different views about social welfare administration.

Various issues and aspects of social security system administration were analysed carefully by the experts.

The issues included the Effect of the Industry 4.0 for Good Management: Opportunities and Challenges, Applying Information Technology in implementing insurance policies for people sustaining accidents at work in the Republic of Korea, Japan’s system of medicine price administration, Thailand’s medicine price management in negotiations and real experiences in Malaysia.

The VSS also shared different contents such as centralised databases of social insurance, solutions for drug management via centralised bidding and drug price negotiation./.
