VSS: Foundation and development for the cause of the Vietnam’s social security

Vietnam’s social security system plays a vital role in ensuring stability, economic development, and the well-being of its citizens. The Vietnam Social Security (VSS) institution has been at the forefront of this endeavor, providing social insurance, health insurance, and unemployment insurance to millions of Vietnamese people. Since its inception, the VSS has evolved into a crucial pillar of the nation’s social security network, continuously adapting to socio-economic changes and expanding its coverage. This article explores the foundation, development, and significant contributions of the VSS in fostering social welfare in Vietnam.

The Vietnam Social Security (VSS) system was officially established in 1995 under the Government’s decision to unify and streamline social insurance policies in the country. Before that, social insurance was managed by different ministries and sectors, leading to inconsistencies in implementation and coverage.

The formation of VSS marked a major shift in Vietnam’s approach to social welfare, transitioning towards a centralized and modern system. The core objectives of VSS include: Ensuring the rights and benefits of workers in both the public and private sectors; Expanding social insurance coverage to different economic sectors; Managing health insurance policies to promote healthcare accessibility; Supporting unemployed individuals through unemployment insurance programs.

 VSS' Milestones and Achievements: Over the past decades, Vietnam Social Security has undergone significant transformation and expansion to align with global trends and national development goals. Key milestones in the evolution of VSS include:

1. Expansion of Social Insurance Coverage: One of the most significant achievements of VSS is the continuous expansion of social insurance coverage. Initially focused on government employees and state-owned enterprises, social insurance now extends to private enterprises, freelancers, and voluntary participants. The introduction of voluntary social insurance in 2008 was a groundbreaking initiative that enabled informal workers and self-employed individuals to participate in the system.

2. Strengthening Health Insurance Policies: Health insurance is a crucial component of Vietnam’s social security framework. The VSS has played an instrumental role in expanding health insurance coverage to various population groups, including children, the elderly, and low-income individuals. With the implementation of the Health Insurance Law in 2009, universal health coverage has become a national objective, and today, over 90% of Vietnam’s population is covered under health insurance schemes managed by VSS.

The introduction of the VSSID mobile application allows users to check their insurance status, submit claims, and access healthcare benefits conveniently. This modernization effort aligns with Vietnam’s broader digital transformation strategy and enhances the efficiency of social security management.

Despite its remarkable progress, the VSS faces several challenges in its mission to provide comprehensive social security:

Expanding Coverage to Informal Workers: A significant portion of Vietnam’s workforce operates in the informal sector, making it difficult to ensure universal social insurance participation.

Financial Sustainability: As the population ages, ensuring the sustainability of pension funds and healthcare financing remains a critical concern.
