Leveraging insurance data to replace paper-based documents

The Ministry of Finance (MOF) has issued Decision No. 241/QD-BTC on the announcement of the National Database on Insurance and guidelines for connecting and leveraging this data in place of physical documents in administrative procedures. This initiative aims to accelerate digital transformation, reduce documentation requirements, and facilitate ease of business for citizens and enterprises.

Linking national insurance data for simpler administrative tasks

Under the Decision, the sharing of information must strictly comply with regulations on data security, intellectual property rights, and the protection of personal privacy. Concurrently, agencies and units are required to adhere to technical regulations and guidelines on data exchange, ensuring the principles of digital data management, connection, and sharing within the political system in alignment with the Vietnam e-Government Architecture Framework.

Three groups of shareable information include: basic personal information such as full name, birth name, date of birth, gender, personal identification number, ethnicity, nationality and place of birth registration. This serves as foundational data for information authentication during administrative procedures, reducing the requirement for citizens to present or resubmit multiple types of physical documents.

The second group consists of social insurance (SI) information, including: SI number, total years and months of participation, total months of late payment by the employer and detailed records of the participation history as well as the employer's late payment history. Direct access to this data enables authorities to shorten inspection and verification times while ensuring accuracy and transparency.

The third group consists of health insurance (HI) information, such as: SI number, HI card number, benefit level code, effective and expiration dates of the card, the date of reaching 5 consecutive years of HI participation, and the provincial code for medical examination and treatment. This serves as a vital basis for the rapid processing of procedures related to citizens' medical examination and treatment benefits.

To ensure uniform implementation, the MOF has issued an accompanying set of technical guidelines on connecting, leveraging, and sharing information between the National Database on Insurance and the Administrative Procedure Information Systems at the ministerial and provincial levels. This documentation includes instructions for data exchange regarding participation history in social insurance, unemployment insurance, and occupational accident and disease insurance.

Furthermore, the MOF provided detailed API specifications for HI card information, enabling software systems to connect and retrieve data in a standardized, secure, and synchronized manner. The publication of these specific technical documents is considered a crucial prerequisite for ensuring the feasibility of nationwide implementation.

The Decision also requires units to review and restructure administrative procedures within their jurisdiction. Simultaneously, local authorities are tasked with reviewing procedures under the authority of Provincial and Commune-level People's Committees to leverage information from the National Database on Insurance, utilizing it in place of physical documents in dossiers in accordance with legal regulations./.
