The Republic of Korea receives seasonal workers from Vietnam

In Resolution No. 59/NQ-CP, the Government agreed to continue piloting the sending of Vietnamese workers to work seasonally in The Republic of Korea through cooperation between localities of the two countries within 5 years, from January 1, 2022.
The Government assigned the Ministry of Labour - Invalids and Social Affairs to coordinate with relevant ministries and branches in guiding localities to organize the implementation of the Resolution, ensuring the rights of workers and economic efficiency of the locality.
Accordingly, North Jeolla province said on May 6 that it had recruited 52 Vietnamese seasonal workers to work on farms.
In this phase, this province received 27 workers and arranged jobs at 17 farms growing watermelons, red peppers and sesame leaves.
As planned, on May 10, Jinan district will continue to receive 25 more workers from Vietnam.
Based on Resolution No. 59/NQ-CP dated April 27, 2022, issued by the Government on continuing the pilot program of sending Vietnamese workers to South Korea for seasonal employment under the cooperation framework between localities of the two countries for a period of five years from January 1, 2022, the Ministry of Labor, Invalids, and Social Affairs issued Official Dispatch No. 2188/LĐTBXH-QLLĐNN on June 24, 2022, guiding localities on implementation.
Accordingly, based on the cooperation relationship between Vietnamese and South Korean localities, the Provincial People's Committee or an authorized agency is responsible for negotiating and signing a Cooperation Agreement on sending workers for seasonal employment in South Korea.
This is a non-profit cooperation program between Vietnamese and South Korean localities, meaning that enterprises are not authorized to implement the recruitment and dispatch of workers under this program.
The seasonal employment program in South Korea applies to workers aged 30-55 who are long-term residents of the locality that has signed the agreement. Eligible workers must have full civil capacity, no criminal record, and must not be subject to any legal restrictions on exiting the country. They must also be in good health for overseas employment and have work experience in agriculture or fisheries.
Vietnamese workers participating in this seasonal employment program in South Korea receive wages based on the country's annual minimum wage regulations. For example, the minimum wage in 2023 is 2,010,580 KRW per month, equivalent to over 36 million VND.
Workers are entitled to labor rights, including working hours, rest periods, working conditions, accommodation, living expenses, insurance, and medical care, as per South Korean regulations. Additionally, the South Korean local authority provides partial financial support for round-trip airfare.
Workers are required to comply with the guidelines provided by the sending locality and adhere strictly to the host country's legal regulations, particularly returning to Vietnam immediately after completing their employment contract.
The Department of Overseas Labor Management advises workers interested in this program to contact the Department of Labor, Invalids, and Social Affairs in their place of residence and strictly avoid registering through any brokers or intermediary organizations.
