Resolution 262, adopted by the National Assembly on December 11, 2025, approves the investment policy for the National Target Programme on Health Care, Population and Development for the 2026–2035 period. One of the programme’s overarching goals is to ensure that, during 2026–2035, all citizens in Vietnam are provided with primary healthcare, with disease prevention carried out early, remotely and at the grassroots level, thereby reducing the burden of illness.

Effectively connecting and using population data, citizen ID and electronic identification data have brought tangible improvement in managing health insurance (HI)–covered medical examination and treatment, save HI fund between VND 500 billion and VND 1 trillion each year while improving public service quality. The information was released at a review conference on applying population data to socio-economic development in 2025, held on Jan 28 by the Police Department for Ministry of Public Security’s Administrative Management of Social Order.

On 11 December 2025, the National Assembly passed the 2025 Law on Rehabilitation and Bankruptcy, which introduces a provision allowing enterprises to temporarily suspend social insurance (SI) contributions while undergoing rehabilitation procedures. The Law will take effect from 1 March 2026.
