Over 550 thousand installs and users of VssID application

Until now, the country has more than 550 thousand downloads, installs and uses of the application; Nationwide, there have been more than 543 thousand people registered for electronic transaction accounts with the social insurance agency, more than 354 thousand valid dossiers were approved and more than 194 thousand accounts logged in to use the VssID application. In which, 5 provinces and cities with the largest number of valid dossiers approved are namely: Quang Ninh - 63,334; Da Nang - 45,272; Quang Binh - 30,299; Bac Kan - 12,649; Quang Nam - 12,331.

After more than 3 months of implementation, the local social insurance agencies has issued plans to deploy the VssID application in the area; a number of provincial social insurance agencies have advised the Provincial People's Committee to promulgate plans and directing letters to promote the application. It was reported that there have been 13,361 turns of using the health insurance card on the application to go for medical examination and treatment under health insurance; in particular, it was 5,974 turns at medical facilities in the 10 pilot provinces.

To promote the VssID application, the Media Center has actively coordinated with the IT Center to organize communication before, during and after the application announcement, providing information to media and press agencies centrally and locally, participating in seminars, television dialogues or online dialogues.

Accordingly, as of February 25, there were more than 600 news, articles and reports on the application on central and local media. Currently, the Media Center is continuing to coordinate with the IT Center and the International Cooperation Department to edit, translate and produce leaflets (in Vietnamese and foreign languages) giving introduction and guidance on the use of the VssID application in more diversified methods, in order to achieve high efficiency in the promotion.

Improving user satisfaction

In addition, the IT Center has carried out 6 application upgrades to provide the best user experience and optimize the application. Thereby, it shall bring more and more services and utilities to users on the application. The IT Center has consulted with the heads of the Industry to test and integrate online public services for individuals on the application. At the moment, there is already one integrated public service on the VssID application (changing locations for pension and social insurance benefits).

Currently, the notification system on VssID has been connected to the previous SMS sending system to send the messages of Vietnam Social Security to users, notify the expiry date the health insurance card, notify the voluntary social insurance participants about their upcoming payment, notify the medical care costs under health insurance, etc. In particular, the IT Center has cooperated with the International Cooperation Department to translate and deploy multilingual applications on the application (English language is now available). At the same time, the application is in the testing phase for 4 languages: English, Chinese, Korean and Japanese. It is expected that in March 2021, the multi-language implementation will be completed and the VssID application will allow to use 5 languages ​​(Vietnamese and 4 languages ​​above).

According to the representative of the IT Center, in the first phase of implementation, the review for the application was only 1.6 out of 5 (maximum score is 5) on 2 application stores. Now, after more than 3 months of implementation and efforts to add gadgets to improve user experience, the average review score of the application is 4.2/5 on Google Play and 3.6/5 on AppStore. Thereby, users are gradually satisfied with the quality, features and utilities provided by the Vietnam Social Security on the application.

“After monitoring user feedback on application stores, there have been more than 1,000 comments, reviews and suggestions about the application so far. In particular, many comments expressed their joy when Vietnam Social Security provided an application with features to look up and track information on payment and entitlement of social insurance, health insurance, unemployment insurance, history of medical care under health insurance, etc. to help people and employees actively manage information and directly supervise to ensure their benefits of participation in social insurance, health insurance and unemployment insurance.” - said the representative of the IT Center.

Receiving feedbacks to improve and extend application coverage

In addition to the positive reviews for the application, through monitoring and operating the application, the IT Center has also received comments and feedback from units throughout the industry, from the users (on the application stores), via social networks and from media agencies and the press with the expectation that the application is increasingly complete, modern and user-friendly, meeting the practical needs of participants and beneficiaries of social insurance, health insurance and unemployment insurance.

In order to provide more features and services for people on the VssID application, the IT Center proposes that, in the coming time, it shall continue to build and issue regulations on management and operation of VssID; review and perfect features and interfaces to improve user experience. At the same time, integrate utilities such as: calculating the payment rate of voluntary social insurance, household-based health insurance, and health insurance for pupils and students; calculate the rate of pension and social insurance benefit for the eligible participants; additional features and utilities to remind the schedule of taking medicines, the schedule for periodical check-ups, etc.

Recognizing and praising the efforts of the units throughout the Industry, General Director Nguyen The Manh of Vietnam Social Security said, this is one of the great strides of the Industry to join the Government in completing the digital transformation goal. Therefore, the whole industry needs to actively respond and propagate among agencies, organizations, businesses and people.

“Pioneers must be the officials of the Vietnam's social snsurance industry who shall directly propagate, install and use for themselves and all family members first, which shows exemplary and taking-the-lead behavior. The set out goal is the coverage of the application will reach 100% of smartphone users installing the VssID application." - emphasized Manh.

Manh also claimed that the specific characteristic of the Vietnam's social insurance industry is serving the people. Therefore, we need to actively grasp the problems, so that we focus on overcoming and solving them immediately. Manh asked the Media Center, the IT Center and the Customer service Center to work closely together in order to reform the registration procedures, creating the most favorable conditions for the people; study the coverage target for proposal; capture information of participants of social insurance in order to be aware of the number of smartphone users to give advice on installation, etc.

Manh noted that units and localities need to actively find solutions to reach the people for propaganda by collecting information at a fixed number of sites such as the place for registration of citizen's identity at the police office. “If we can capture the information of people using smartphones and as well complete the application, along with registration steps to facilitate people to have a VssID account, surely the coverage rate will meet the expectations.” - Manh confirmed.
