Voluntary insurance network sets goal of additional 200,000 enrollees in 2019

The implementation of social insurance policies have achieved positive results in recent times. However, there are still some shortcomings that require further reform to ensure all employees are involved in the social insurance system. According to statistics, Vietnam currently has 271,000 out of 34 million workers participating in voluntary social insurance.

According to Minister of Labour, Invalids, and Social Affairs Dao Ngoc Dung, Resolution No.28-NQ/TW has set the goal of Vietnam having 35 percent of its workforce joining the social insurance network by 2021, of which the number of farmers and workers in the informal sector will account for about 1 percent. The figures will be about 45 percent and 2.5 percent by 2025 and about 60 percent and 5 percent by 2030, respectively.

Dung said that in order to make the resolution work, it is necessary to focus on the following key solutions:

 - Firstly, strengthening communications activities to raise awareness on the matter among employees, employers, and society; and then to comprehensively revise and award the communications contents and methods to be suitable to the characteristics of each target group and region, thus attracting the participation of farmers and workers from the informal sector.

Regarding the expansion of the voluntary social insurance network, the ministry will direct the labour and insurance sector in striving to add 200,000 more people to the system in 2019 (equal to the total number recorded in the last 10 years).

 - Secondly, continuing to improve the legal system surrounding labour, employment, social insurance, and relevant laws; piloting the implementation of the policy on short-term and flexible voluntary social insurance packages so that employees have more choices to participate and benefit from them; summarising and evaluating the implementation of social insurance support policy targeting employees participating in voluntary social insurance as a basis for the completion of the policy on voluntary social insurance, which includes appropriate support from the budget for farmers, the poor, people with low incomes, and informal labourers.

 - Thirdly, improving the effectiveness and efficiency of state management on social insurance, which covers the effective building and organising of a scheme to task localities with fulfilling their quotas of expanding social insurance participants; strengthening the inspection, examination, and supervision of the observance of the law on social and unemployment insurance.

In addition, the Ministry of Labour, Invalids, and Social Affairs will continue to boost the state management of social insurance; step up inspection work; and strictly handle violations of social insurance law, particularly tax avoidance and prolonged debt that affect employees’ rights and benefits.
