Coordination in implementing Health Insurance policy for students

The Ministry of Finance has recently issued the Dispatch No. 14740/BTC-BHXH to the Ministry of Education and Training (MOET) regarding the coordination and direction of the implementation of Health Insurance for Students.

The Ministry of Finance acknowledged positive results in Health Insurance (HI) implementation for students, with many educational and vocational institutions having achieved 100% participation rate. However, low participation persists in some institutions, posing financial burdens on students’ families in case of illness.

To ensure sustainable participation growth and achieve the 100% of students covered by HI in the 2025-2026 school year and the subsequent ones, and to align with the Politburo’s Resolution No. 72-NQ/TW dated September 9, 2025 on strengthening public health care, the Ministry of Finance has urged the MOET to coordinate to implement the following key solutions:

Firstly, organizing broad communication and information dissemination on the mandatory HI for Students and its benefits, focusing particularly on primary healthcare at schools; providing support to students who face difficult circumstances.

Secondly, the Departments of Education and Training should coordinate with VSS local offices and Health Departments to advise provincial authorities to incorporate the 100% student participation target into the annual evaluation and assessment criteria. Furthermore, it is proposed that the Provincial People's Councils or Committees establish policies to subsidize additional HI contribution from local budget, and coordinate with VSS to issue implementation guidelines, ensuring timely and proper compilation of student lists and HI contribution collection.

Thirdly, educational and vocational institutions are required to manage and utilize the allocated funds retained for primary healthcare in accordance with the provisions of the HI Law.

Fourthly, the institutions must conduct inspection and supervision of HI implementation within their authority and take timely measures to handle cases of non-compliance. It is also necessary to evaluate the annual results of HI implementation for student to ensure the prompt encouragement and reward to organizations and individuals with outstanding achievements./.
