VSS effectively controls HI medical examination and treatment costs to ensure patient’s entitlements

Last week, VSS held an online conference on medical review and control of health insurance (HI) medical examination and treatment expenditures for the last 4 months of 2025. VSS Deputy Director Nguyen Duc Hoa chaired the conference.

The Department of HI Policy Implementation reported the results of HI policy implementation for the first eight months and outlined key tasks for the last four months of 2025. The Department also guided local social security offices on regulations concerning scope and entitlements of HI participants, and issues relating to HI medical examination and treatment contracts.
As of the end of August 2025, there were 12,414 health facilities providing HI medical examination and treatment nationwide. There were 127.940 HI medical examination and treatment visits that increased over 7 million visits compared with the same period in 2024.
Data analysis showed that the HI expenditure on medical supplies for 8 first months was VND 13,605 million, accounting for 10.96% of HI medical examination and treatment expenditures.
Some provinces recorded increases in both the number of visits and expenditure, even up to 2.5 times of the national average grow rate.
Provincial social security offices were requested to deploy HI medical review under VSS’s direction; timely report obstacles for resolution; strictly control signing contract with facilities of medical examination and treatment, supplying drugs, medical supplies for HI examination and treatment and ensure expenditure under assigned estimate.
Delegates discussed solutions to enhance HI policy implementation effectiveness, especially medical review to efficiently use HI fund and maximize participants’ entitlement. Accordingly, it was necessary to guide HI examination and treatment facilities to build treatment regulations and standards suitable to professional requirements, bed capacity, and to effectively use drugs, equipment and human resources; strictly follow MOF and MOH’s directions on preventing abuse and misuse of the HI fund.
Concluding the conference, Deputy Director Hoa emphasized that the top priority in implementing HI policy and enhancing the VSS’s medical review was to ensure exact, adequate and best protected entitlements of HI participant”. He emphasized that active participation in developing and improving HI policies and law had been suitable with actual conditions and timely resolved difficulties and obstacles in implementation, creating the most favorable conditions for HI participants. He also called for innovating and promoting IT and digital transformation in task deployment; decisive, strict, responsible, and effective task implementation; tight control of HI medical examination and treatment costs; and strict compliance with the regulations related to HI examination and treatment facilities under the Law on Health Insurance.
