Personal identification numbers to replace SI number

VSS issued Official Letter No. 1804/BHXH-QLT providing guidance on the use of personal identification numbers or citizen identification numbers to replace social insurance (SI) numbers and the unit management code. This is an important step in VSS’s comprehensive digital transformation to standardize data management methods and maximize convenience for citizens and businesses when carrying out administrative procedures related to SI, health insurance (HI) and unemployment insurance (UI).

From August 1, 2025, the personal ID number or citizen ID number has been used to replace the SI number of participants. The use of this unified code contributes to ensuring the synchronization of databases, increasing interoperability with the national population database, and enhancing management efficiency.
The implementation of using personal ID numbers or citizen ID cards to replace SI numbers does not affect the rights of participants and beneficiaries of SI, HI and UI policies. The unification of these two codes aims to help citizens and workers avoid remembering multiple codes, easily look up information and perform online procedures, and reduce administrative paperwork, help VSS to accurately and uniformly manage the information of SI and UI participants; ensures the connectivity and synchronization of databases among agencies
While the software is being completed, VSS allows the continued use of the previously issued SI number (10 digits) and the current management code for the management, classification, and information lookup related to individuals and units participating in SI, HI and UI. The transition will be carried out based on a unified roadmap to ensure no disruption to participants’ rights or benefits.
