They not only serve a desirable social objective but also in many countries provide an important source of funds to finance economic development. This paper consists of two parts: the first attempts to measure the extent to which savings are in fact mobilized by social security and related taxes; the second surveys the investment policies of social security funds and assesses their impact on economic development.
