In accordance with the provisions of the 2024 Law on Social Insurance and Decree No. 164/2025/ND-CP dated June 29, 2025, issued by the Government regarding electronic transactions in the social insurance (SI) field and the national insurance database, the social insurance book will be provided in electronic form on January 1, 2026 at the latest and will have the same legal validity as the paper ones (which will be issued upon request by the participant).

Approved by the 15th National Assembly of Vietnam on Jun 16th 2025, effective from Jan 1st 2026, the article 31 of Law on Employment No. 74/2025/QH15 specifically regulates compulsory UI participants.
