The new model health insurance card without expiry dates

Health insurance cards without expiry dates not only help save printing and issuance costs but also provide greater convenience for participants, as they can use the health insurance cards for a longer period.
Since August 1st, 2017, social security agencies in provinces and cities have been implementing the issuance, change, and reissuance of health insurance cards based on the social security number. Accordingly, the health insurance card only states “Validity period: from .../.../...” without indicating an expiration date “until .../.../...”.

The VSS states that the new model health insurance card issued complies with the provisions of the Health Insurance Law and has been approved by the Ministry of Health. Over the years of implementation, this approach meets the requirements for administrative procedure reform, aligns with the current digital transformation phase, and has been largely welcomed by participants. The health insurance card without an expiry date not only saves costs in printing and issuing the cards but also provides greater convenience for participants, as they can use the card for an extended period without having to go through the process of renewing it annually as before.
In response to the concerns of citizens about when to proceed with payment, VSS stated that when individuals enroll in health insurance, their information (along with any changes), including the health insurance card expiration date, is recorded in the VSS’s database system. Additionally, the expiry date of the health insurance card is also indicated on the payment receipt issued by the Social Security agency.
Within 30 days before the expiry date of the health insurance card, the Social Security office sends a list of voluntary social insurance and health insurance participants to contribution collection agents. The agents then inform participants to continue their health insurance coverage in order to maintain the validity period of their health insurance cards.
In addition, VSS has also provided various utilities for citizens to easily access and inquire about the expiration date of their health insurance cards through different methods, including:
- VSS Web Portal: Citizens can access the website https://baohiemxahoi.gov.vn/tracuu to look up information about their health insurance cards.
- "VssID - BHXH số" application provided by the VSS: To check the expiry date of the card, the participation and benefits of health insurance policies, citizens need to install the application on their smartphones and register an account to use the application.
- Customer Care Hotline of the VSS: Citizens can contact the hotline at 1900 9068 to obtain information.
- Direct contact with the Social Security office, and collection agents where health insurance is enrolled.
In this way, the social security office has provided various channels of information and utilities, enabling participants to actively monitor the expiry date of their health insurance cards for timely renewal (when the card is about to expire). In the future, to ensure that all citizens can conveniently and easily track the expiry date of their health insurance cards, the VSS will continue to enhance communication solutions and explore additional utilities to meet the satisfaction of the people and employees.
