Local social security offices enforce new decree to ensure benefits of health insurance participants

The Vietnam Social Security (VSS) has sent an official dispatch to local social security offices on the implementation of Decree 75/2023/ND-CP which will take effect from December 3, 2023.

Decree 75/2023/ND-CP has amended and supplemented a number of articles of the Government’s Decree No 146/2018/ND-CP, dated October 17, 2018, detailing and guiding measures to implement a number of articles of the Law on Health Insurance.

Decree 75 has a number of new regulations including adding more subjects entitled to health insurance coverage and increasing rates of entitlement to the coverage for some groups.

The VSS has asked local social security offices to work with relevant units to review and make a list of subjects newly entitled to medical examination and treatment costs according to Decree 75.

They are:

- Martyrs' spouses who married other husbands or wives and are receiving monthly benefits as prescribed in Point a, Clause 10, Article 16 of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution 2020.

- People in the safety zone communes and the revolutionary safety zone during the resistance war against the French and the Americans, currently residing in the safe communes of the revolutionary zone during the resistance war against the French and the Americans, who have been updated with information in the National Population Database and Residence Database.

- Ethnic minorities living in communes of region 2, region 3, extremely difficult villages in ethnic minority and mountainous areas in the period 2016-2020, but these communes are not also on the list of communes of Region 2, Region 3, and extremely difficult villages in ethnic minority and mountainous areas in the period 2021-2025 according to the Prime Minister's decision.

The VSS has asked local security offices to carefully review those classified in more than one group and ensure that they enjoy the benefits at the highest level.

The VSS has also explained the health insurance medical examination procedures carried out in relevance with the amended and supplemented regulations in Clause 6, Article 1 of Decree No 75/2023/ND-CP.

Health insurance participants must present their health insurance card with photo or citizen identification card when undergoing medical examination and treatment.

In case of presenting a health insurance card without a photo, one must also present one of the identification documents with a photo issued by a competent agency or organisation, or a confirmation from the commune-level police, or another document with a confirmation from the educational institution where the student is managed, or other legal identity documents, level 2 electronic identification documents according to the provisions of Decree No 59/2022/ND-CP dated September 5, 2022, of the Government regulating identification and electronic authentication.

The IT centre is responsible for issuing new cards and providing new membership codes to health insurance participants.

Leaders of VSS agencies and directors of local social security offices are in charge of reporting any difficulty arising while implementing the decree./.
