Accordingly, in line with the Government Office’s Document No 36/TB-VPCP dated February 19, 2023 which publicises the Deputy Prime Minister Tran Hong Ha’s conlcusions at a meeting on February 10, 2023 on the implementation of the Project on developing and applying the population database and electronic identification and authentication for the national digital transformation in the 2022-2025 period, and a vision to 2030 (Project O6); at the request of the Ministry of Health in Document No 798/BYT-KCB dated February 20, 2023 on the coordination and support for the connection of data on birth certificates, death notices in service of Project 06; and on the basis of the assigned tasks, Vietnam Social Security (VSS) has prepared infrastructure and transmission lines and upgraded the Health Insurance Assessment Information System’s Data Portal at https://gdbhyt.baohiemxahoi.gov.vn, satisfying requirements for connecting electronic Driver’s health certificates, Birth Certificates and Death certificates from medical facilities in service of the Project 06.

To effectively carry out tasks assigned by the Deputy Prime Minister, VSS requests:

Social insurance agencies in Centrally-run provinces and cities to work with local department of health to assist medical facilities in establishing and integrating the data of electronic Driver’s health certificates, Birth Certificates and Death certificates into the Health Insurance Assessment Information System’s Data Portal.

The Customer Care and Support Service Centre to receive and help resolve any queries raised by medical facilities through the hotline 1900.9068.

The Communication Centre, Social Security Magazine to increase communication activities, provide information on the VSS’s implementation of the Project 06, including the support of infrastructure and solutions to complete the functions of establishing and facilitating the integration of the data of  Driver’s health certificates, Birth Certificates and Death certificates in service of the Project 06; the instructions of establishing and integrating the data of electronic Driver’s health certificates, Birth Certificates and Death certificates into the Health Insurance Assessment Information System’s Data Portal.

The Information and Technology Centre to make sure the stability of technical system; gather and report outcomes as well as shortcomings related to the implementation process.

Over the past time, VSS has implemented the Prime Minister’s Decision No 06/QĐ-TTg dated January 06, 2022 approving the Project on developing and applying the population database and electronic identification and authentication for the national digital transformation in the 2022-2025 period, and a vision to 2030 (Project O6), and made certain achievements.

Of note, implementing instructions of the Working Group on the Project 06, VSS issued Official Document No 3829/BHXH-CNTT on December 15, 2022 to the Ministry of Health and Official Document No 3997/BHXH-CNTT on December 28, 2022 to the ministries of Health, and Transport on the coordination for the connection and sharing of medical data for the renewal and re-issuance of digital driving licences. Accordingly, VSS has fulfilled assigned tasks, in which VSS added a function that allows medical facilities to register accounts for integrating health examination data in the Health Insurance Assessment Information System’s Data Portal; a function that enables the Ministry of Health/Departments of health (the governing bodies of medical facilities) to approve registered accounts to medical facilities; a function to send health examination data so that medical facility’s software connects with the Health Insurance Assessment Information System’s Data Portal through the web service (API); and API gateway that allows the researching for health examination data which will be integrated by the Ministry of Health, the Ministry of Transport for the implementation of online public services for the renewal and re-issuance of digital driving licences.

On January 5, 2023, VSS promulgated Official Document No 25/BHXH-CNTT, requesting social insurance agencies in Centrally-run provinces and cities to work with local Department of Health in the process of registering accounts and sending health examination data to the Health Insurance Assessment Information System’s Data Portal. On February 27, 2023, VSS upgraded and added a function that allows direct issuance of digital driver’s health certificates on the Health Insurance Assessment Information System’s Data Portal and issued Official Document No 507/BHXH-CNTT to the ministries of Health and Public Security for continued implementation.

By February 28, 2023, VSS has received the request from 970 medical facilities for approval the sending of health examination data to the Health Insurance Assessment Information System’s Data Portal; and received a total of 2,382 valid health certificate data from 38 medical facilities nationwide.
