The official letter states that recently, provincial social security offices have cooperated with Department of Health to giude HI participants on registering primary HI examination and treatment regulated in Ministry of Health’s  Cicular 40/2015/TT-BYT dated on Nov 16^th 2015. However, after checking data from VSS Data Warehouse, a few of  HI cards registrating primary examination and treatment in provincial/central level that violates regulation on Circular 40/2015/TT-BYT. VSS suggested provincial social security offices to implement the following contents:

- To guide to register primary HI examination and treatment under regulation of Circular 40/2015/TT-BYT and the contents guided by VSS on Official Letter No 08/BHXH-CSYT dated on Jan 4^th 2021 on registering primary HI examination and treatment.

-To activiely cooperate with Department of Health to determine, create and publish the list of primary healthcare facilities

satisfying the condition of HI primary healthcare registration and the number of cards according to the levels in the region under regulation.

- To agree with Department of Health on writing text on number and objects of provincial/central HI examination and treatment registration under regulation on Clause 1, Article 9 of Circular 40/2015/TT-BYT.

VSS requies provincial social security offices to strictly implement; during implementing, provincial social security offices timely cooperate with Department of Health to solve, ensure convenience for HI participants in case of difficulty, report VSS under regulation. Department of Health Insurance is assigned to chair, cooperate with IT Center to follow, speed up, synthesize and report VSS General Director quarterly results.
