Attending the seminar were Ms. Do Phuong Thao - Director of the Information and Propaganda Center; Mr. Dang Ai Xoan - Deputy Head of Propaganda Department of Ha Giang Provincial Party Committee; Mr. Hoang Hong Phong - Deputy Director of the Provincial Social Security Office; comrades and reporters at the provincial and district levels; representatives of relevant departments, branches and mass organizations of Ha Giang province; Department of Propaganda and social security offices of districts in the area.

In her introductory speech, Ms. Dang Ai Xoan, Deputy Head of the Propaganda and Training Department of the Provincial Party Committee, affirmed that health insurance is a major welfare policy of the Party and the State, playing an extremely important role in contributing to stabilizing people's lives when they unfortunately become sick or ill, especially the poor, or people living in remote areas, or areas with special difficulties. In the past years, under the leadership, direction and propaganda orientation of the propaganda department at all levels, the team of reporters and propagandists of the province has proactively implemented synchronous propaganda activities on policies and laws on health insurance.

At the conference, representatives of leaders of departments, agencies and units actively raised discussions with many enthusiastic opinions, discussed and evaluated the results achieved in the implementation of the health insurance policy as well as improving the quality of policy propaganda and dissemination in Ha Giang province in recent years, especially the propagation and development of participants through oral communication and direct dialogue.

As the agency implementing social and health insurance policies, at the conference, Mr. Hoang Hong Phong - Deputy Director of Ha Giang Social Security Office reported the results achieved by the provincial social security agency in the first 6 months of 2022 and an overview of information and communication of health insurance policies in Ha Giang province in recent years. Accordingly, the provincial social security agency has advised the Provincial People's Council to issue Resolution No. 49/2020/NQ-HDND on stipulating the level of health insurance support (remaining) from the local budget for a number of subjects in the area such as people from near-poor households, people working in agriculture, forestry, fishery and salt production with average living standards, and students. The Provincial Social Security Administration and the Provincial Party Committee's Propaganda Department signed Plan No. 74-KH/BTGTU-BHXH dated February 10, 2022 on propagating law enforcement, implementing programs and policies related to social, health and unemployment insurance in 2022. On that basis, the Provincial Party Committee's Propaganda Department regularly invites reporters of the provincial social security agency to announce policies related to health insurance at the conference of the reporter; also, it publishes the contents of the health insurance policy on the electronic information portal of the Propaganda Department of the Provincial Party Committee and the Internal Newsletter. The provincial social security agency has also regularly cooperated with associations, mass organizations, post offices and People's Committees at all levels to organize propaganda conferences, consultations, direct dialogues, small group propaganda on social and health insurance policies, even to the local authorities, hamlets, residential groups, private houses; actively communicated through social networks and the fanpage of the provincial social security agency; implemented propaganda on the radio system to directly influence people; organized military launching ceremonies, etc. Thereby, it has contributed to raising the awareness of all classes of people about health insurance policies and laws, so that they would actively and voluntarily participate.

Ms. Dang Ai Xoan - Deputy Head of the Propaganda Department of the Provincial Party Committee delivered a speech at the conference.

Actively participating and playing a crucial role, a representative of the Department of Health said that in the past time, the Department has directed health facilities and affiliated units to strengthen propaganda and dissemination of policies and the law on health insurance such as integrated communication through propaganda sessions at markets, schools, densely populated areas; hospitals regularly hold dialogue conferences between hospital leaders and patient family representatives; visual propaganda through banners and slogans at medical facilities.

Thanks to the good implementation of propaganda, and the active participation of departments, branches and mass organizations, the number of people participating in social and health insurance in Ha Giang province has continuously increased. By the end of June 30, 2022, the total number of people participating in social and health insurance in the whole province was 860,663, reaching 98.43% of the plan assigned by the VSS, an increase of 7,166 people (an increase of 0.84%) compared to that of the same period in 2021. In which, the number of people participating in health insurance in the area is 849,911, reaching 99.36% of the plan assigned by the VSS, an increase of 6,042 people (0.72%) over the same period in 2021; the rate of health insurance coverage reached 96.52% of the population in the area.

Concluding the conference, Ms. Do Phuong Thao highly appreciated the results achieved in the propaganda and implementation of the health insurance policy in the province. In addition, she acknowledges the opinions of the delegates who have come up with good solutions, and creatively applied propaganda methods to bring better social security policies to life. However, in order for the propaganda of health insurance policies to continue to be further renewed, Ms. Thao suggested that relevant units should continue to promote the role and participation of the whole political system in propagating policies and laws on health insurance.

The conference on improving the quality of oral communication on the implementation of health insurance policies and laws, contributing to bringing the policy to life, is an opportunity for all levels and sectors to better define their responsibilities in the propaganda work of the health insurance policy; develop content orientations and communication methods in the coming time, share experiences and effective ways to overcome difficulties, aim at improving the quality and effectiveness of propaganda, and actively contribute to achieving the goal of universal health insurance./.
