Hai Duong: Expanding the Eligibility for Free Health Insurance Cards (Illustrative Image)

Accordingly, in Resolution No. 18/2023/NQ-HDND dated December 8, 2023, the Provincial People's Council proposed one-time support and support for health insurance premiums for Party members awarded the Party's 40-year Badge or more, actively participating in the Party's base organizations in communes, wards, and towns in Hai Duong province, who have not enjoyed retirement benefits, regular social insurance allowances, monthly social allowances, and have not been supported 100% of health insurance premiums by the state budget. They will receive support for 100% of health insurance premiums, effective from January 1, 2024.

Resolution No. 19/2023/NQ-NDND dated December 8, 2023, proposed supporting health insurance premiums for the elderly aged 77 to under 80, residing in Hai Duong province. The additional support is 30% of the health insurance premium (in addition to the 70% health insurance premium supported by the state budget according to Resolution No. 16/2019/NQ-HDND dated December 12, 2019, of the Provincial People's Council on supporting health insurance premiums for the elderly and waste collectors in Hai Duong province). The support period is from January 1, 2024, to December 31, 2025. The estimated maximum annual budget for support from the provincial budget is VND 769 million, with a maximum of 2,637 supported individuals aged 77 to under 80. Therefore, the elderly aged 77 and above in Hai Duong province will be issued free health insurance cards.

Earlier in 2023, the PPC of Hai Duong province issued Resolution No. 11/2023/NQ-HDND on July 13, 2023, on supporting health insurance premiums for people aged 65 to under 70 residing in Hai Duong province. The support level is 70% of the BHYT premium (supported with VND 680,400/year, and the remaining amount to be paid is VND 291,600/year). The support period is from August 1, 2023, to December 31, 2025.

This is an important social welfare policy for the people, a meaningful activity that demonstrates the province's concern for its residents. The issuance of this resolution aims to enhance the work of protecting and caring for people's health, increasing the participation rate of people in health insurance of the Party and the State as well as the province, contributing to the implementation of social welfare policies, ensuring progress and social justice./.
