Solutions needed to reduce late payment of social insurance, health insurance, and unemployment insurance premiums in 2023

General Director of Vietnam Social Security (VSS) Nguyen The Manh has signed Official Letter No 479/BHXH-TST, asking units and local social security agencies to implement measures to reduce late payment of social insurance, health insurance, and unemployment insurance premiums in 2023.
Accordingly, social security agencies of provinces and cities (hereinafter referred to as provincial social security agencies) have closely followed the VSS’ directions to implement solutions to speed up the collection and reduce late payment of social insurance and health insurance, unemployment insurance premiums (hereinafter collectively referred to as social security).
For example, conducting communication activities about the benefits and obligations when participating in social security; sending monthly notices of social security payments; assigning staff to follow up and capture information on the operation, production, and business situation of enterprises, especially those with a large number of employees and revenue; actively analysing collected data to promptly detect abnormalities in the number of employees and salary levels as the basis for payment of social insurance premiums; conducting inspections for units with outstanding debts of three months or more; reporting to the party committee and local government on the situation of paying social insurance contributions of businesses in the localities.
Therefore, by the end of 2022, the late payment rate accounted for only 2.91 per cent of the receivable sum, the lowest rate of late payment ever.
VSS will deploy measures to reduce late payments of social insurance, health insurance, and unemployment insurance in 2023.
This year, to continue to ensure the interests of employees and reduce the amount of late payment of social insurance contributions, VSS requires its provincial social security offices and relevant units to implement a number of measures.
Specifically, provincial social insurance offices are asked to strictly implement the regulations and collection management process, improve the responsibility of the head, and assign specific tasks and responsibilities to staff. The agencies regularly inform and notify the results of social insurance premiums payments to the employers and employees so that the employers know and pay their social insurance premiums on time.
If the employers delay paying from one month to less than three months, social security offices send them an urgent notice. If the employers continue delaying, a record of violations is made.
If the employers delay payment for three months or more, irregular specialised inspections will be conducted, and fines imposed for administrative violations. Social security offices closely coordinate with police in making and transferring dossiers for punishment following the law.
The agencies report to the Steering Committee for the implementation of the province's social insurance and health insurance policies on the late payment of social insurance contributions in the locality; proactively propose solutions to improve the operation of the inter-sectoral debt collection team and strictly handle violating units.
A list of units with late payments will be announced on the media if the units keep delaying after irregular inspections.

Secondly, social security agencies continue to organise communication activities and hold dialogues with employers to inform them of new regulations and policies and help remove difficulties and obstacles. The agencies urge units to pay social security premiums on time and avoid incurring new late payment amounts.
They will also coordinate with grassroots trade unions and employers to mobilise employees to install VssID - a digital social insurance application so that the employees can monitor and supervise the payment process and benefits of social insurance and health insurance regimes.
Third, departments have weekly, and monthly plans for collecting premiums.
The Management Board for Contribution Collection - Insurance Book and Card Department is assigned to inspect the implementation of provincial social security offices and report each month to the General Director about premiums collections of provinces. Directors of the Provincial Social Security must directly explain to the VSS General Director about late payments in their localities.
VSS’ Department of Inspection assumes the prime responsibility for and coordinates with relevant units in inspecting and urging the provincial social security agencies to organise unscheduled inspections according to regulations.
The Communication Centre is assigned to coordinate with provincial social security agencies to publish information on units that delay/evade payment and intentionally violate social security regulations and laws. The centre supports the provincial agencies to promote the laws on social insurance on social media, newspapers, or magazines.
The Information Technology Centre is asked to complete software programmes on managing, and updating delayed payments of units.
The Customer Care Center is asked to strengthen instructions and supervise the installation of VssID.
During the implementation of the above-mentioned measures, if there are any problems, agencies, and departments should report them to VSS leaders via Management Board for Collection of Health Insurance Cards and Social Insurance Books.
