The businesses have shown strong performance in implementing policies and laws on social, health, and unemployment insurance for years, and have also seen high production results and strong social responsibilities and business ethics.

Speaking at the event, VSS General Director Tran Đinh Lieu said that Party, State and Government always paid attention to and directed the development and implementation of social security policies with social insurance and health insurance as the main pillars.

The implementation of social security policies provides both targets and motivation for national sustainable development, Lieu said.

Over the past 27 years, important achievements have been recorded in social insurance work, he said, adding that employers in general and the business community, in particular, contributed to the achievements.

Besides honouring outstanding businesses in implementing social and health insurance policies in the 2017-2021 period, the ceremony also shows VSS’ care and companionship to enterprises in ensuring social security for employees.

“Social insurance, health insurance and unemployment insurance policies are consolidated further even in the context of the COVID-19 pandemic when the country faced difficulties, the coverage of social insurance and health insurance continues to be expanded,” he said.

The number of people joining social insurance rose 7.2 times from 2.3 million people in 1995 to 16.5 million in 2021, while the number of people engaging in voluntary social insurance surged 241.7 times in the period to 1.45 million in 2021.

At the same time, the number of people paying unemployment insurance increased from nearly 6 million in 2009 to 13.4 million in 2021, and those covered by health insurance also rose from 7.1 million in 1995 to 88.8 million in 2021, or 91.01 per cent of the country’s population.

The settlement of social insurance, health insurance and unemployment insurance benefits and policies is carried out promptly and in accordance with regulations.

Accordingly, from 1995 to the end of 2021, there were more than 124.2 million visits of people enjoying sickness, maternity, convalescence and health rehabilitation benefits, marking an average of nearly five million beneficiaries per year.

From 2010 to the end of 2021, over 7.68 million people were entitled to unemployment insurance benefits including unemployment allowance and vocational training support.

By the end of 2021, the total number of people receiving pensions and monthly social insurance benefits were about 3.3 million people, an increase of 179 per cent compared to 1995.

From 2003 to 2021, the social security industry coordinated with medical facilities to ensure health insurance benefits for over 2.217 million people.

Currently, about 600,000 enterprises and agencies are paying social, health and unemployment insurance for 15.1 million employees.

Particularly, during the COVID-19 period, VSS exerted great efforts to support labourers, he said, adding that so far, VND47.2 trillion (US$1.9 billion) of assistance has been provided to labourers and employers.

Vietnam's social insurance sector closely followed the guidelines of the National Assembly and the Government, focusing on mobilising all available resources, promoting the advantages of the information technology and the identifiers of each participant, minimising procedures and time to deploy support packages to employees and employers correctly, sufficiently and transparently in the spirit of the Resolutions of the National Assembly and the Government.

With the companionship and coordination of the employers, the Vietnamese social insurance sector implemented support packages of the National Assembly and the Government to employees and employers.

The reduced insurance contribution reached VND47.2 trillion, accounting for 54.3 per cent of the total COVID-19 support packages of the Government. Specifically, VND31.836 trillion from the unemployment insurance fund was given to more than 13.3 million employees.

Payment to the retirement and survivorship fund was halted temporarily. The contribution rate to the fund for occupational accidents and diseases and supported vocational training was reduced, with a total amount of VND15.428 trillion for over 739,000 employers. Such supports effectively contributed to helping businesses restore production and business and stabilise the lives of employees as well as ensure the benefits for participants of social insurance, health insurance and unemployment insurance.

NINH BINH Vietnam Social Security (VSS) on October 31 held a ceremony to honour 87 businesses in 20 northern cities and provinces for their outstanding performance in implementing social and health insurance policies in the 2017-2021 period.

According to the VSS, 103 others in the south will also be honoured.
