Issuance of documents of Resolution 01 implementation before January 20, 2021
Presenting at the Government Conference with localities on the draft Resolution of the Government on the main tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimation in 2021, Deputy Prime Minister Trinh Dinh Dung said, with the particularly important meanings of 2021, the Government has defined the next year's motto, which is "Solidarity, discipline, innovation, drastic action and development aspirations" and set out 8 focuses for direction and administration.
That is, careful and thorough preparation to successfully organize the 13th National Party Congress, the election of the 10th National Assembly and the election of the People's Council at all levels for the term 2021-2026.
To effectively implement the dual goals of both preventing and controlling the epidemics as well as restoring and developing socio-economic in the new normal. To continue to perfect a complete, synchronous, modern and integrated socialist-oriented market economy institution. To implement national governance reform.
To drastically implement administrative reform, focusing on reform of administrative procedures, ensuring efficiency and being associated with accelerating the implementation of national digital transformation, and providing public services to people and businesses; to create a more favorable business environment that strongly attract investment and promote start-ups and innovations.
To strongly promote the cultural and intellectual values of Vietnamese people; to arouse aspirations for national development, will of self-improvement, and national pride; to continue to improve the system of synchronous and modern economic and social infrastructure; to strongly develop digital infrastructure; to speed up the progress of national key constructions and projects and regional link projects, ensuring water security and safety of lakes and dams; to promote the role of key economic regions and big cities, etc.
In order to successfully implement the goals set out in 2021, the draft Resolution 01 of the Government set out 11 groups of major solution tasks and 185 specific tasks. The draft resolution requires Ministers, Heads of ministerial-level agencies, Governmental agencies, Chairmen of People's Committees of provinces and centrally-run cities to concretize the Resolution with specific action programs of the ministry, sector and localities for implementation. By January 20, 2021, ministries, sectors and localities must formulate and issue specific documents to implement the Resolution.
Resolution 02 of 2021: 7 groups of indicators on business environment
Delivering a summary report on the implementation results of Resolution No. 02/NQ-CP in 2020 and Draft Resolution 02/NQ-CP in 2021 on improving business environment and enhancing national competitiveness, Deputy Prime Minister Vu Duc Dam said that the Resolution 19/CP which is later the Resolution 02/CP of the Government has contributed to completing one more step of the institution of a market economy with socialist orientation; removed barriers and obstacles for businesses and people. Most of the indexes that are evaluated every one year or two years by international organizations have recorded the marked progress in absolute scores and improved ranking of Vietnam.
Most directly, Vietnam's business environment ranking increased by 20, from 90th in 2015 to 70th in 2019. Tourism competitiveness increased by 12 ranks, from 75th in 2015 to 63rd in 2019. Logistics performance ranking increased by 25, from 64th in 2016 to 39th. Global Innovation ranking increased by 17 from 59th in 2016 to 42th in 2020. In particular, the ranking for sustainable development increased by 34, from 88 in 2016 to 49 in 2020.
Despite those significant and encouraging results, there are several specific indicators that the absolute score and ranking of Vietnam are low and hardly improved in terms of: Settlement of corporate bankruptcy ranked 122. Non-tariff barriers ranked 121. Protection of sustainable ecosystems ranked 110. Property registration ranked 106. Protection of intellectual property ranked 105, etc.
"It has shown that, in recent years, ministries and branches with proactive and determined performance achieved clearly improved indexes and vice versa. To this point, position improving is more challenging and requires higher efforts as other countries and economic sectors also attach great importance to this task", noted Deputy Prime Minister Vu Duc Dam.
According to the Deputy Prime Minister, Resolution 02/2021 was much more concisely built than the previous resolutions, affirming the continued implementation of all solution objectives stated in Resolution 02/CP of 2019 and 2020; simultaneously, to focus on a number of specific groups of indicators and criteria to direct the implementation in order to create a rapid spreading effect towards other criteria.
That is the 7 groups of indicators on business environment, including: Construction permit (A3); Property registration (A7); Settlement of contract disputes (A9); Settlement of corporate bankruptcy (A10); Quality of land administration (B3); IT application (B5); Quality of vocational training (B6).
There are also 10 specific indicators of 4.0 competitiveness and innovation, including: quality of land administration, quality of vocational training, student skills, non-tariff barriers, patent registration, control of corruption, access level to IT, participation level in online transactions, job opportunities in knowledge-intensive industries, and the environment in ecological sustainability./.
