Gov’t provides aid to address housing damage caused by natural disasters

The Vietnamese Government has promulgated Resolution No 165/NQ-CP dated November 5, 2020 on providing aid to help address serious housing damage caused by natural disasters in central and Central Highlands localities in October.
Accordingly, beneficiaries including the provinces of Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien-Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Giai Lai and Kon Tum to help local people quickly repair housing damage caused by natural disasters and soon stabilise their normal life.
The Government provides a maximum of VND40 million (US$1,730) for each destroyed house
The Resolution states that families with destroyed houses will receive a maximum of VND40 million (US$1,730) each while those with houses simply in need of repair will receive VND10 million ($431) each.
Based on the actual damage and financial assistance from the Central Government’s budget, localities should also spend their budget and mobilise other legal resources to provide an appropriate aid to suffering households.
The order and procedures of assistance must be in line with the Government’s Decree No 136/2013/ND-CP dated October 21, 2013 stipulating policies on providing social support for beneficiaries of the Government’s social welfare and guiding documents.
The Resolution also clearly states that the Central Government’s budget and other legal financial resources should prioritise the rebuilding, repair and renovation of houses that were collapsed, swept away and seriously damaged.
The support must be provided in a timely, open and transparent manner, the resolution stated.
Other localities with households suffering from housing damage due to natural resources should provide assistance for local people in accordance with the Government’s Decree No 136/2013/ND-CP dated October 21, 2013 which stipulates social assistance policies targeting those eligible for the Government’s social welfare ;the Central Government’s budget allocated for these localities is regulated in the Prime Minister’s Decision on mechanisms, and process of providing aids for localities to address aftermaths of natural disasters.
Chairpersons of provincial People’s Committees must review and classify the level of damage to housing in their localities and report to the Finance Ministry and Prime Minister before November 20.
Provinces not submitting a report before this date must use their own funds.
The Finance Ministry must work closely with the Ministry of Labour, Invalids and Social Affairs and the Central Steering Committee on Disaster Prevention and Control to report to the Government on the use of the aid from the central budget in each locality./.
