Universal health declaration started from March 10

From March 10, Vietnamese people can declare their health status via smartphone-based app NCOVI; simultaneously update latest information and instructions on COVID-19 control and prevention from authorities.

The app helps to warn people when they visit crowded, infected or quarantined areas. At the same time, they can update their health conditions at home using smartphones and tablets.

The two apps co-introduced by Ministry of Information and Communications (MIC) and Ministry of Health (MoH) are NCOVI for Vietnamese citizens and Vietnam Health Declaration for foreigners immigrating into the country.

NCOVI (developed by VNPT Group and other big ICT corporations in Vietnam) was recommended by Ministry of Health, Ministry of Information and Communications for all people to provide information, assisting the healthcare sector to find cases that need due attention to proactively control and prevent the disease.

The app has many functions including risk factor declaration (for those who return from infected areas, have close contacted with infected people or suspected infections, helping them to promptly approach the healthcare sector), universal health declaration (for all people who register health status of themselves and their relatives with medical facilities). 

Besides, the app offers other functions of tracking health, reporting (which allows users to send tip-offs to authorities about suspected cases), warning infected areas, etc.

VNPT said the app supported all accounts of mobile network operators and was compatible with different operating systems and popular smartphones. To create an account, a user must provide information of name, date of birth, ID number, address and phone number.

The app ensures safety and privacy of personal data, able to prevent cyberattacks and data breach.

NCOVI can raise (developed by Viettel Solutions) is recommended by MIC and MoH for foreigners immigrating into Vietnam to declare their health status.

They can declare by scanning a QR code using smartphone to receive a list of information needing decelerating. The information will be sent to the disease control and prevention centre and State agencies of Vietnam to manage.

Vietnamese citizens can also visit websites suckhoetoandan.vn/khaiyte or tokhaiyte.vn, follow instructions to make health declaration.

The system helps surveillance forces to monitor the accurate number of people immigrating into and leaving the country, manage suspected cases, update data and report to medical facilities and authorities.

According to Tran Dac Phu, consultant for the Public Health Emergency Operations Centre under MoH, based on updated information, local medical workers can track people’s health for prompt interventions, especially those in close contact with infected people or returning from disease epicentres.

“Dishonesty in declaration is possible. However, with special tactics, law enforcement forces can still detect situations related to risk factors. Each user bears full responsibility for their information. In case of providing false information which creates negative impacts on the fight against the disease, they will be fined,” said Phu./.
