How to implement people's health declaration nationwide in preventing and fighting against Covid-19 epidemic?

Under the direction of Deputy Prime Minister Vu Duc Dam - Head of the National Steering Committee for the Covid-19 Prevention and Control, it is expected that from March 10, 2020, nationwide people’s health declaration will be implemented.

The nationwide people’s health declaration applies the same as the electronic health declaration for those who make entries at the border

For the convenience of nationwide health declarations, there will be specific software (applications) for people to install on their mobile phones and provide personal health information. The needed information will be very basic and brief, including name, age, address, health insurance card number, health status (chronic diseases/have or do not have manifestations of coughs, fever, shortness of breath, etc.). Whether they have contact with people suspected or infected with Covid-19; about their entering or returning from the affected area, etc.

Based on updated information, the local health authorities will grasp the basic health developments, promptly contact and support health monitoring in necessary situations, focusing on suspected cases (related to cases of Covid-19, close contacts or contact with the close contacts, people returning from an epidemic area, etc.).

Associate Professor, Dr. Tran Dac Phu, adviser of the Center for Emergency Public Health Event (Ministry of Health) noted, it is possible that dishonest declaration situations can occur, however, with major professionalism, authorities will detect situations related to risk factors.

Medical declaration is for preventing and controlling the epidemic, requiring the self-awareness and participation of individuals, so when making medical declarations for themselves or on behalf of their family members (for young children or people who do not have enough health conditions to directly come to report) need to declare truthfully for early detections, timely isolation and zoning of outbreaks (if there is a case), prevent the disease from spreading; if one makes untruthful declarations, thus affecting the epidemic prevention and control, they will be sanctioned.

According to Assoc.Prof. Dr. Tran Dac Phu, the medical declaration is applied to all hundreds of millions of people in the country, similar to the application of electronic medical declarations for visitors entering or returning from all countries. The health declaration information stored on the network system so that the authority can look up online is one of the tools to help control factors related to the evolution of the disease.

Previously, on March 8, 2020, at the meeting of the National Steering Committee for Covid-19 Prevention and Control, Deputy Prime Minister Vu Duc Dam - Head of the Steering Committee suggested the Ministry of Information and Communications, Ministry of Health, Vietnam Social Security, network operators and information technology units urgently complete the plan and technological tools to implement the people’s health declaration nationwide.
