Accordingly, the Prime Minister requested the ministries, branches, localities and functional agencies to control well and focus on preventing and fighting the Covid-19 epidemic with a sense of urgency and decisiveness but still staying calm and no anxiety; mobilize the participation of the whole political system; uphold the sense of responsibility of all levels and branches for the health and safety of the people; seriously and effectively implement tasks and solutions to prevent and combat epidemics according to regulations.

At the same time, ministries, branches and localities must urgently formulate development scenarios of their respective sectors, fields and localities, proactively responding effectively and taking drastic, effective and synchronous solutions, at the same time striving to achieve the set objectives, in accordance with the situation of the Covid-19 epidemic, minimizing impacts and damages; not yet set the issue of adjusting the country's economic growth target.

Identify specific, drastic and synchronous tasks and solutions, both immediate and long-term ones, including solutions on promoting the strong development of industries, and solutions on institutional improvement, production, business and service activities stabilization, stabilizing psychology of consumers, enterprises and investors, creating favorable conditions to promote development.

In the context of complicated epidemics, the Prime Minister requested a plan to reorganize production, restructure the market, diversify and make good use of opportunities of free trade agreements, and exploit the domestic market.

Make plans to timely import raw materials for production; promote production of food, foodstuffs and consumer goods; good control of the market, prices, especially pork and essential commodities, preventing forestalling or goods hoarding to increase prices, etc.

Propose policies to promote the development of industries and fields, including tourism. Services such as exempting of tourist visas, extending visa duration, reducing visa fees, logistics costs, etc. will be provided with solutions and policies on taxes, fees, charges, reducing production and business costs to support and remove difficulties for those affected by the COVID-19 epidemic. Monetary policy is active, flexible, suitable to the situation, ensuring credit to meet the demand for loans for investment, production and business development; timely support those affected by the epidemic; review the employment situation, propose timely measures.

The common direction is to prevent and fight drastically and effectively with the spirit of "fight against epidemic like enemies"; at the same time, make the best effort to achieve the socio-economic development objectives and tasks; promote the will and bravery of Vietnam to overcome difficulties, challenges and boost development./.
