New regulations on citizen identification card granting procedures

The Ministry of Public Security has issued Circular No.40/2019/TT-BCA revising and supplementing some articles and measures for implementing the Law on Citizen Identification.
Accordingly, the process of granting citizen identification cards is revised and supplemented with details as follows:
Step 1: To fill in the Citizen Identification Declaration form.
- If applicants fill in the form on the Online Public Service Portal, choose the date, month and year they complete the procedures and send the forms to the citizen identification card management agencies where they register for permanent residency via the portal;
- If applicants go directly to district-level agencies which are in charge of receiving the forms and delivering application results or province-level administrative service centres, they will submit the forms to the officers working for the receiving units.
Step 2:
- The officers receiving applicants’ forms will check and compare information declared on the forms with related information in the National Population Database to identify exactly those that need to be granted with citizen identification cards and ensure comprehensiveness and unification of all citizen information;
- If the national database has not yet been put into operation, the applicants will present their Household Registration Books. If the information in the household registration books is insufficient or inconsistent with the declaration forms, the applicants will present their Birth Certificates, old Identity Cards or other legal documents.
Step 3: Taking photos, collecting fingerprints and identification characteristics to be included in the citizen identification information collection forms and the Citizen Identification Cards.
Step 4: Issuing an appointment note to deliver the Citizen Identification Card. If the applicants’ dossiers are incomplete, they are required to supplement later.
Step 5: Issuing a note to confirm the Identity Card number (if available) and granting the Citizen Identification Cards following time and location as appointed.
The Circular No 40/2019/TT-BCA takes effect from November 18, 2019.
