Implementation of digital transformation assessment index in the finance sector

The digital transformation assessment index of the Ministry of Finance will measure in a substantive, objective and fair manner the annual digital transformation outcomes of the ministry and its affiliated units.

For many years, the financial sector has led in administrative reform and digital transformation indices among ministries, ministerial-level agencies and government agencies. The Ministry of Finance has implemented numerous information technology applications, building a modern digital finance system. The sector has provided more than 990 online public services, with IT applications facilitating citizens and businesses in administrative procedures such as eTax Mobile, electronic invoices, digital customs, container scanners, and cashless payments.

In 2025, the ministry issued Decision No. 1754/QD-BTC on the promulgation of its digital transformation plan for 2025.

Accordingly, the objectives for 2025 include reducing by at least 30% the time for processing administrative procedures; reducing business costs by at least 30%; abolishing at least 30% of unnecessary business conditions; ensuring that all procedures related to enterprises are carried out seamlessly and effectively with transparency and minimal paperwork. It strives to ensure that 100% of administrative procedures are carried out regardless administrative boundaries at the provincial level.

In addition, at least 3% of the total annual budget expenditure will be allocated to the development of science, technology, innovation, national digital transformation, with gradual increases in line with development needs.

To substantively evaluate digital transformation outcomes under the set plan, the ministry has signed Decision No. 2825/QD-BTC promulgating the digital transformation assessment index. This index will measure the annual effectiveness of digital transformation of the Ministry and its affiliated units, in line with the goal of building a digital government, digital economy and digital society by 2030.

The index comprises seven main indicators divided into two groups: the general foundation group and the operational group. The general foundation group includes six key indicators: digital awareness; digital institutions; digital infrastructure; database development (excluding non-business units); digital human resources; and cybersecurity.
