Specifically, 06 official public services provided on the Portal from today (July 1st) include: Electronic copy certifying; non-compulsory insurance continued payment; household health insurance re-subscribing; level-4 driving license issuing and changing, and administrative fine paying related to road traffic under the jurisdiction of the Traffic Police.

The voluntary social insurance continued payment service allows people to make online payment for themselves (or their relatives). This service saves time and travel costs and encourages people to participate in order to achieve the goal of universal social insurance. According to a report of the Government Office, if over 614,000 participants in voluntary social insurance make online payment of social insurance, it will save more than 209.5 billion dong per year. Notably, the country currently has about 55 million people of working age, while there are only nearly 16.6 million participants in social insurance (both compulsory and voluntary).

Also, household health insurance re-subscribing services will allow people to make online payment to extend the health insurance cards for themselves or their relatives, helping to save travel time and costs. If only 50% of the total of more than 17 million participants in household health insurance makes online re-subscription, the annual savings will be more than VND 724.6 billion per year.

The service of certifying paper copies of original electronic documents will help the competent authorities carry out accurate authentication of copies; at the same time, it helps to book appointments with people and businesses, which considerably saves the waiting time. In particular, the electronic copies ensure integrity and accuracy, which are alternatives to the originals in carrying out a large number of transactions (except for other regulations). Thanks to this service, people and businesses will not have to submit paper copies to verify electronic records as in the present, thus the majority of administrative procedures provided in the electronic environment will be executed online. By reusing 30% out of a total of 102 million times of authentication (as reported in a data in 2019), VND 428.4 billion will be saved per year, etc.

Since the opening on December 9, 2019, the National Public Service Portal has integrated with 18 ministries, branches, 63 out of 63 localities, 12 corporations, banks and payment intermediaries. Over 6,600 responses and recommendations have been handled; more than 14,800 calls for support have been received.

As of June 28, 2020, it was reported that 178,000 accounts have been registered and more than 46.3 million visitors have been looking for information and using the services; more than 10.5 million records have been in synchronized status to search, track, monitor and evaluate the process of handling administrative procedures records; over 151,000 records have been using services on the National Public Service Portal, including 889 records of employers requesting loans or supporting workers with job suspension or taking leave without salary due to the COVID-19 epidemic.

In the second quarter of 2020, the integration and provision of online public services with an aim to further improve service quality has restructured the process, the integration and the provision on the National Public Service Portal for 564 public services. In particular, the Government Office together with a number of ministries and branches such as the Ministry of Public Security, the Ministry of Transport, the Ministry of Justice, Vietnam Social Security, etc. are focusing on research, process restructuring, construction and completion of essential public services./.
