Social security professionals have identified the priority challenges for social security in Asia and the Pacific. Key issues relate to closing the coverage gap, meeting health and long-term care needs and the technological transition. These and other challenges require strategic and often innovative responses by social security policy-makers and administrators, according to a new report published by the International Social Security Association (ISSA).

On October 11 and 12, Deputy General Director of the Vietnam Social Security (VSS) Tran Dinh Lieu chaired a scientific symposium on solutions to implement the Penal Code in dealing with crimes in the fields of social, health and unemployment insurance in Quy Nhon city, Binh Dinh province. The event identified specific legal indications of insurance crimes and discussed contents in need of guidance in the resolution adopted by the Council of Justices of the Supreme People’s Court. It also defined the responsibility of the social insurance sector in undertaking criminal procedures to handle crimes in this field.

A special highlight in Resolution No. 28-NQ/TW on reforming social insurance policy is synchronous reform to expand social insurance coverage, towards the goal of achieving social insurance coverage for the entire labour forces and population protection, ensure balanced social insurance fund for the long term, adjust the relatively independent pension in relation to the salary of working persons, and change the way of adjusting the pension in the direction of sharing. All such reforms are aimed at sustainable welfare.

Joining hands to address the difficulties Currently, Hanoi has 23,246 people joining voluntary social insurance, while the city has more than 1.572 million labourer in the informal sector. At the same time, the city has nearly 2 million people not covered by health insurance, most of who are in rural areas. The expansion of voluntary social insurance and household health insurance is facing many difficulties, requiring not only efforts of the social insurance sector but also coordination of other agencies, sectors and organisations.
