Social insurance agencies of Hanoi and other cities and provinces, such as Ho Chi Minh City, Ha Tinh, Nghe An, Thai Nguyen, Hai Phong and Bac Ninh have been selected by the Vietnam Social Security (VSS) as technological incubators.

In 2015, the VSS officially launched an online transaction system to manage and monitor the reception and settlement of administrative procedures related to social insurance and heath insurance, ensuring openness and transparency.

At the end of 2015, the sector put into service a social insurance e-declaration application to help businesses submit social insurance files online. To date, the sector has offered 14 online public services of level-3 and level-4, with 236,546 units registering for e-transactions. Up to 2,375,663 out of 6,646,453 dossiers transacted in the sector were handled online.

In 2016 and the first six months of 2017, the sector launched various software applications and developed a united information system to create an e-environment within the sector while helping it connect with other ministries and agencies. At the same time, the sector has completed an email system and invested in infrastructure, software and databases. It has created a database for households participating health insurance, looking towards a national insurance database. The sector has also put into operation its own portal.

In April 2015, the VSS completed the building of a code of health services used nationwide. Of note, after the pilot implementation of inter-locality medical and health insurance data in Thai Nguyen, Hai Phong and Bac Ninh, from March to June 2016, the VSS has connected medical data from communal to central levels, involving more than 12,000 health centres.

On June 29, 2016, Deputy Prime Minister Vuc Duc Dam inaugurated the health insurance information assessment system, effectively serving medical checkups and treatment.  

Efforts to promote IT application in management

The social insurance sector on August 31, 2017 hosted a ceremony to launch the information technology system operation centre and the customer service centre, a big step in the sector’s management affairs.

According to Le Anh Son, director of the IT centre, the sector had nearly 20 separate systems and applications deployed separately, hindering the sector’s management and operation. Challenges related to information safety have required the sector to build a stronger IT system.

Since 2016, the VSS planned to devise a roadmap to form the information technology system operation centre and the customer service centre on the basis of concentrated management. The centres promote the simplification of administrative procedures, providing better services for citizens and employers. Notably, the IT centre will work to manage and operate software systems, internet systems, server systems and technical infrastructure systems of the sector. The centre will also work with relevant units to ensure security and safety for the IT system.

VSS Deputy General Director Pham Luong Son applauded the work of the two centres. He stressed the need to make more efforst to improve the IT system of the sector. “Promoting IT application is defined as a vital task of the social insurance sector, requiring each individual and unit to act to reap specific results,” Son said. 

The sector is making every effort to continue improving and modernising its management by IT application, focusing on performing an action plan for implementing  Resolution 19/2017/NQ-CP and Decree No. 166/2016/ND-CP by the Government on electronic transactions for the sectors of health insurance, social insurance and unemployment insurance. IT is also being applied in managing and exploiting information and data related to households participating in social insurance.
