Prime Minister works with Viet Nam’s Permanent Delegation to UN

Prime Minister Pham Minh Chinh visited the Viet Nam’s Permanent Delegation to United Nations on May 15 (local time) in New York during his ongoing tour to the U.S. for the special ASEAN-U.S. Summit.

Ambassador Dang Hoang Giang, the Head of the Permanent Delegation of Viet Nam to the UN briefed the Prime Minister of the body’s major achievements in the relations between Viet Nam and the UN over the past 45 years since Viet Nam joined the UN in 1977.
Ambassador Dang affirmed that as a positive and active member of the UN, Viet Nam shared various good experiences with other countries.
The Prime Minister suggested diplomats of the delegation need to grasp thoroughly bilateral issues, global issues including disease prevention, natural resource depletion, aging population, and climate change. These issues require global approach and upholding of multilateralism in which the UN plays the most important role.
Diplomats must firmly grasp and concretize the foreign policy of independence, self-reliance, for peace, friendship, cooperation and development, and multilateralisation and diversification of foreign relations.
Prime Minister Pham Minh Chinh's Official Visit to the United States and the United Nations
At the invitation of the President of the United States, Joseph Robinette Biden Jr., from May 11 to May 17, 2022, Member of the Politburo and Prime Minister of Vietnam Pham Minh Chinh led a high-ranking Vietnamese delegation on an official visit to the United States and the United Nations. During this occasion, the Special ASEAN-U.S. Summit commemorating the 45th anniversary of ASEAN-U.S. relations also took place.
Within the framework of the ASEAN-U.S. Special Summit in Washington, D.C., Prime Minister Pham Minh Chinh met with U.S. President Joseph Robinette Biden Jr. at the White House. Prime Minister Chinh emphasized that the Vietnam-U.S. relationship is a special one. Both nations have overcome the painful past of war and have cooperated to foster a comprehensive partnership that is increasingly substantive and effective across all fields.
Vietnam hopes that the United States will continue to support, assist, and collaborate with Vietnam in areas where the U.S. has strengths and Vietnam has potential and demand, such as pandemic prevention, digital transformation, supply chain diversification, climate change mitigation, and human resource training. Recognizing that climate change, pandemics, and other non-traditional security challenges are global issues, Prime Minister Chinh stressed the need for a global approach, multilateralism, and solidarity to address these challenges. He called on the U.S. to enhance cooperation with Vietnam in developing a green economy, circular economy, supply chain diversification, and sustainable energy transition.
President Joe Biden affirmed that the United States seeks to cooperate with and support developing and less-developed nations in various fields, including economic and trade development, disease prevention, and climate change response. Specifically, in combating COVID-19, President Biden stated that his administration had mobilized the U.S. Congress to allocate $21 billion to enhance global support for vaccines, COVID-19 treatments, and medical equipment, as well as to strengthen cooperation with other countries to respond to future pandemics. He affirmed that the United States is committed to further supporting Vietnam and other countries in the region in these efforts.
Discussing regional and international issues of mutual concern, President Biden and Prime Minister Chinh agreed on the principles of respecting national independence, sovereignty, territorial integrity, and political systems; refraining from the use of force; and peacefully resolving disputes and conflicts based on international law and the United Nations Charter. They also affirmed the importance of ensuring freedom of navigation and overflight in accordance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Prime Minister Pham Minh Chinh met with President Pro Tempore of the U.S. Senate Patrick Leahy and key senators from the Committees on Foreign Relations, Appropriations, Judiciary, Finance, Energy, and Natural Resources. He reaffirmed that Vietnam considers the United States one of its most important partners and is committed to strengthening the Comprehensive Partnership based on mutual respect for independence, sovereignty, territorial integrity, and political systems.
Prime Minister Chinh highly appreciated the efforts of U.S. senators in building bipartisan support for Vietnam-U.S. relations, particularly in post-war reconciliation efforts. He expressed hope that Senator Leahy would continue to inspire future generations of U.S. lawmakers to support war legacy remediation programs, including funding for dioxin and landmine cleanup, assistance for Agent Orange victims, and the search and repatriation of remains of Vietnamese soldiers. He emphasized that such efforts contribute to deepening bilateral relations and promoting peace, stability, cooperation, and development in the region and the world.
Senator Leahy and other U.S. senators commended the progress made in Vietnam-U.S. relations, noting that both nations have moved beyond past conflicts to build a stronger future together. Senator Leahy affirmed that "there will always be generations of U.S. lawmakers who support Vietnam-U.S. relations."
Discussing regional and international issues, including the South China Sea, Myanmar, and climate change, Prime Minister Chinh welcomed U.S. senators' support for ASEAN’s central role and its stance on regional issues. He reiterated Vietnam’s consistent position of peacefully resolving disputes based on international law, refraining from the use or threat of force, and ensuring maritime and aviation security in accordance with UNCLOS 1982.
Prime Minister Pham Minh Chinh praised Cambodia’s role and contributions as ASEAN Chair, particularly in advancing ASEAN's "Five-Point Consensus" on Myanmar. He also congratulated Cambodia on its effective pandemic control and full reopening and expressed confidence that Cambodia would successfully organize its commune elections in June 2022 and its general elections in 2023.
Prime Minister Hun Sen lauded Vietnam’s achievements in COVID-19 response and economic recovery, expressing confidence that Vietnam will continue its development and international integration efforts. He also thanked Vietnam for its support of Cambodia’s ASEAN Chairmanship in 2022.
Both leaders expressed satisfaction with the positive momentum in bilateral cooperation, particularly in high-level exchanges and economic collaboration. They agreed to promote activities celebrating the 55th anniversary of diplomatic relations between Vietnam and Cambodia (June 24, 1967 - June 24, 2022) as part of the "Vietnam-Cambodia Friendship Year 2022."
Prime Minister Chinh congratulated Singapore on selecting the leader of the country’s fourth-generation leadership team and expressed confidence in Singapore’s continued stability and prosperity.
Prime Minister Lee Hsien Loong reaffirmed Singapore’s commitment to further strengthening the Strategic Partnership with Vietnam, both bilaterally and within multilateral frameworks. He also congratulated Vietnam on its economic and social achievements and wished Vietnam success in hosting the 31st SEA Games.
The two leaders expressed satisfaction with the rapid and strong development of Vietnam-Singapore cooperation, particularly in economic collaboration. Defense-security, cultural, educational, and people-to-people exchanges also continue to thrive.
Looking ahead to the 50th anniversary of diplomatic relations and the 10th anniversary of the Strategic Partnership in 2023, the two Prime Ministers agreed to enhance high-level visits, maintain bilateral cooperation mechanisms, and advance economic recovery efforts post-pandemic. They also agreed to deepen cooperation in digital economy, green economy, and circular economy; expand Vietnam-Singapore Industrial Parks (VSIP); and maximize benefits from new-generation free trade agreements such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Regional Comprehensive Economic Partnership (RCEP).
At the Center for Strategic and International Studies (CSIS) in Washington, Prime Minister Pham Minh Chinh delivered a speech emphasizing that after nearly three decades of normalized relations, Vietnam-U.S. relations have flourished thanks to sincerity, trust, responsibility, mutual understanding, and respect. He highlighted that both countries have moved past their differences and established fundamental principles guiding bilateral ties.
As an active and responsible member of ASEAN and the international community, Vietnam is committed to promoting dialogue and cooperation, contributing proactively based on its capabilities and international standing.
Prime Minister Chinh expressed appreciation for the U.S. Department of Commerce's support in facilitating bilateral trade and addressing issues in a timely manner. He expressed hope for a balanced and sustainable trade relationship, emphasizing cooperation in supply chain diversification, digital trade, investment, science and technology, and other areas of mutual interest. He reaffirmed Vietnam’s commitment to a fair, transparent, and market-based business environment that ensures shared benefits and risk-sharing for investors.
Secretary Raimondo commended Vietnam’s remarkable economic progress and acknowledged the Vietnamese government's vision for digital transformation, green economy, and supply chain diversification. She affirmed that the United States will continue supporting Vietnam’s post-pandemic recovery.
Following the meeting, Prime Minister Pham Minh Chinh and Secretary Gina Raimondo witnessed the signing of 10 investment certificates and cooperation agreements between ministries, agencies, and businesses from both countries.
