Recently, the Ministry of Information and Communications has started to build and organize the connection and sharing of data among ministries, sectors, localities, organizations, and enterprises through the National Data Sharing and Integration Platform (NDXP), and has achieved certain results. Currently, over 90 ministries, sectors, localities, organizations, and enterprises are connected to NDXP. There are 8 databases (including 03 priority national databases deployed, providing a platform for developing e-government, promoting national digital transformation: population, business registration, and insurance), and 11 information systems have been connected, providing data sharing services on NDXP. The total number of transactions through NDXP in 2022 reached approximately 876 million, an increase of 4.86 times compared to the whole year 2021 (about 180 million), with an average of about 2.4 million transactions per day carried out through NDXP.
On April 4th, 2023, the Prime Minister - Chairman of the National Committee on Digital Transformation issued Decision No. 17/QD-UBQGCDS approving the 2023 plan of the National Committee on Digital Transformation, in which 2023 is designated as the National Digital Data Year. To further promote data development and effectively utilize the data explosion, the Ministry of Information and Communications has developed a specialized report on "Data Connection and Sharing" to provide an overview of the connection and sharing of data among state agencies, establishing a common understanding of the current situation, achievements, difficulties, and obstacles, thereby providing a basis for identifying solutions to create fundamental changes in the National Digital Data Year.

The connection, integration, and sharing of data among state agencies, particularly data from national databases and large-scale information systems from central to local levels, will help maximize the value of data, improve the quality of public services provided to citizens and businesses with a user-centric approach, and eliminate the need for manual information provision, multiple submissions and travel, as well as avoid duplicative investments and waste. This is also one of the key criteria used by the Ministry of Information and Communications to evaluate the level of digital transformation of ministries, sectors, and localities annually.
