Top 10 achievements of the social insurance sector in 2022

In 2022, the Vietnam social insurance sector continued yielding positive outcomes in the implementation of social insurance, health insurance and unemployment insurance policies despite difficulties and challenges. On the threshold of 2023, the Vietnam Social Security news portal reviews the top 10 achievements that the sector made during the year.

01 PROACTIVELY ADVISE LOCAL PARTY COMMITTEE AND ADMINISTRATION AT ALL LEVELS IN LEADING AND DIRECTING THE IMPLEMENTATION OF SOCIAL INSURANCE, HEALTH INSURANCE AND UNEMPLOYMENT INSURANCE POLICIES

Vietnam Social Security (VSS) proactively and actively worked with relevant parties to mobilise and bring into full play the collective strength of Party Committee and administration at all levels, departments, sectors and socio-political organisations to bring about positive changes in the implementation of social insurance and health insurance policies in localities.

63 provinces, and cities reinforced and established Steering Committee for the implementation of social insurance, health insurance, and unemployment insurance policies in the locality

56 provinces and cities incorporate the target to expand the social insurance coverage in the local Resolution on socio-economic development

61 cities and provinces incorporate the target to expand the health insurance coverage in the local Resolution on socio-economic development

Of note, many provinces spent the local state budget to support voluntary social insurance and health insurance participants

02 STRONG LEADERSHIP AND DIRECTION HELP WITH ACCOMPLISHING INSURANCE COVERAGE TARGETS

Number of social insurance participants: over 17.5 million people

Covering 38.07% of the working age population

Number of health insurance participants: over 91.1 million people

Covering 92.03% of population

Despite enormous difficulties as a result of the COVID-19 pandemic and policy changes, the sector fulfilled and even exceeded all targets for the expansion of insurance coverage by the end of 2022

03 TIMELY AND SUFFICIENTLY ENSURE INTERESTS AND BENEFITS OF THE PEOPLE INSURED BY SOCIAL INSURANCE, HEALTH INSURANCE AND UNEMPLOYMENT INSURANCE POLICIES 

In 2022, the Vietnam social insurance sector continued intensifying the use of public services, shortening procedures and the process of dossier settlement, promoting the payment of insurance benefits through banking accounts, etc., ensuring benefits of those covered by social insurance, health insurance and unemployment insurance in a rapid, accurate, sufficient and timely manner.

Over 151.4 million inpatients and outpatients used health insurance-covered medical care services

Over 10.9 million people were entitled to sickness, maternity, convalescence and health rehabilitation benefits

Over 3.3 million people enjoyed monthly retirement pension and social insurance benefits

Nearly 01 million people  enjoyed unemployment insurance benefits (including unemployment benefits and vocational training support)

Over 95,000 dossiers were entitled to monthly retirement pension and social insurance benefits

04 QUICK, ACCURATE AND SAFE PAYMENT OF COMPENSATIONS FROM SOCIAL INSURANCE AND UNEMPLOYMENT INSURANCE FUNDS TO EMLOYEES AND EMPLOYERS HARD HIT BY COVID-19

Accounting for 54.3% of the total COVID-19 financial support packages of the Government

VSS continued working with relevant authorities to advise and propose the National Assembly, Government to produce numerous solutions to support employees and employers affected by COVID-19; concurrently, timely and openly implementing support packages sourced from social insurance and unemployment insurance funds in line with Resolutions promulgated by the National Assembly and Government.

05 ACTIVELY WORK WITH THE HEALTH SECTOR TO REMOVE OBSTACLES FOR HEALTH INSURANCE-COVERED MEDICALCARE PROVIDERS, ENSURING THE LEGITIMATE INTERESTS OF THE INSURED

- Besides timely and sufficient payment of health insurance benefits for the insured, VSS proactively and actively coordinated with the health sector to produce and adopt solutions to quickly remove shortcomings, ensuring funds for health insurance-covered medical care providers to supply medical services, maximising benefits of the insured as stipulated in the Law on Health Insurance

- With such efforts, numerous obstacles related to the payment of health insurance-covered medical care costs under the VSS authority were timely removed

- Actively work with medical care providers to improve, and resolve shortcomings related to medical examination and treatment procedures through the images of health insurance cards in the “digital social insurance card – VssID” app, further facilitating health insurance participants

06 In 2022, the Vietnam social insurance sector continued synchronously and consistently implementing the information technology system in line with the e-government towards digital government; increasingly modernising the sector with highly automated professional processes.

30 information technology systems managing professional processes / with / over 20,000 regular users

DATA WAREHOUSE over 98.7 million people

INTERCONNECTION nearly 13,000 medical care providers

At present, most of transactions between the insured, the people, units and enterprises with social insurance agencies are conducted on digital platforms, helping minimise travel time and cut costs. The Electronic Social Insurance Transaction System  and Electronic Health Insurance Review Information System receive about 300 million dossiers for online transactions each year.

07 EFFECTIVELY IMPLEMENTE THE GOVERNMENT PROJECT NO 06, BRINGING ABOUT VARIOUS BENEFITS FOR THE PEOPLE AND ENTERPRISES

-VSS authenticated more than 60 million people whose information is included in the National Insurance Database with the National Population Database

- VSS supplied and shared more than 62.3 million pieces of social insurance and health insurance information for the National Population Database

-VSS worked with relevant ministries and sectors to gradually promote the use of chip-based ID cards, and electronic authentication (VneID), replacing paper health insurance cards, in health insurance-covered medical examination and treatment 

There have been over 12,000 health insurance-covered medical facilities  nationwide searching for information on health insurance cards using chip-based ID cards in medical examination and treatment (accounting for 93.8% of total medical facilities across the country).

Actively implement online public services. By the end of December, 2022, VSS had received 50,000 dossiers from the National Public Service Portal to verify their contributions to the unemployment insurance scheme and settle the payment of unemployment benefits for labourers; and had more than 50,000 household-based health insurance cards successfully extended.

08 WORK OUT DRASTIC SOLUTIONS TO COLLECT THE LATE PAYMENT OF SOCIAL INSURANCE, HEALTH INSURANCE AND UNEMPLOYMENT INSURANCE PREMIUMS 

In order to improve the compliance with social insurance, health insurance and unemployment insurance laws, protecting the legitimate rights and benefits of the insured, over the past time, VSS has synchronously, flexibly and effectively implemented solutions to retrieve the late payment of social insurance, health insurance and unemployment insurance premiums

Assign officials to regularly learn about and urge the retrieval of late payment of insurance premiums

Actively work with related ministries and sectors

In 2022, police and social insurance agencies in all cities and provinces closely worked with each other  to urge the retrieval of late payment of social insurance, health insurance and unemployment insurance premiums  à WITH TOTAL RETRIEVED FUNDS  VND500 billion

In 2022, the Vietnam social insurance sector presides over and works with relevant parties carry out examinations and inspections at 36,065 units; detecting 74,000 violations related to objects and premium rates

09 LAUNCHING, AND SPREADING THE HUMANE SPIRIT OF GIVING SOCIAL INSURANCE BOOKS, HEALTH INSURANCE CARDS TO THE DISADVANTAGEOUS PEOPLE

By the end of December 31, 2022 thousands of businesses and sponsors from 63 cities and provinces had joined the Vietnam social insurance sector’s efforts to present social insurance books and health insurance cards to the needy

Within 01 month / mobilising / about 16,000 social insurance books / and / 120,000 health insurance cards to present to nearly 136,000 disadvantageous  people

On November 23, 2022, VSS Director General Nguyen The Manh launched the “Giving the needy people with social insurance books and health insurance cards” programme, calling for the helping hand from the whole society in the efforts of the Vietnam social insurance sector to help many more people join the social insurance system and many more people have their healthcare covered by health insurance.

10 In 2022, VSS continued expanding and developing bilateral and multilateral cooperation activities, gradually affirming the position and images of the Vietnam social insurance sector as a trustworthy partner, and active and responsible member of the ASEAN Social Security Association (ASSA), and International Social Security Association (ISSA)…

Of note, in May 2022, VSS accompanied a Vietnamese delegation led by Prime Minister Pham Minh Chinh at the US - ASEAN Special Summit 2022. During the working visit, VSS and US - ASEAN Business Council signed an Action Plan for the implementation of the Memorandum of Understanding in the field of health insurance, opening up prospects for the mutual relationship.
