Pursuant to Clause 7, Section I, Chapter V of Decision No. 1298/QD-BHXH dated 29/7/2016 of Social Security Office of Hanoi promulgating regulations on management of payment for social insurance and unemployment insurance:
When coming to receive unemployment benefits, the employee must present identity cards or cards with valid/ effective photos and signs into the payment list. "
In case the unemployed person does not receive the money directly, they have to fill a form of Power of Attorney (Form No. 13-HSB) which certified by the local authorities where they reside to authorize one other to receive their benefits.
Responsibility of the receiver: they must directly receive the money at the SS office. when receiving money, they have to submit the power of attorney form, present their ID card or cards with effective photos; ...... "
If the decision to receive unemployment benefits is lost, the employee must contact the job center where their decision has been issued.
