Vietnam Post accompanies with Vietnam Social Security to pioneer in implementing activities for social security

On April 12th, Vietnam Post launches nationwide campaign to promote voluntary social insurance (SI) and health insurance (HI) under the theme “Connecting new models, pioneering with Vietnam Social Security for the cause of social security”

At the event held at Vietnam Post headquarter, attendees included: Dinh Ngoc Quy, National Assembly deputy and full-time member of the National Assembly’s Committee for Culture and Society; Dao Viet Anh – Deputy Director of Vietnam Social Security (VSS); Tran Hai Nam – Deputy Director of the Department of Wages and Social Security, Ministry of Home Affairs; Chu Quang Hao – General Director of Vietnam Post Corporation; along with leaders from units under VSS, Vietnam Post Corporation, region social security office I, and a large number of officials and related personnel.

Speaking at the event, Chu Quang Hao, General Director of Vietnam Post Corporation, emphasized that this campaign is a part of a large-scale program that demonstrates Vietnam Post’s role and responsibility in expanding SI and HI participation. Vietnam Post Corporation directs all local post offices to closely follow the plans, prepare all content, and thoroughly inform the entire workforce. He also called on all Vietnam Post staff to prove the spirit of responsibility, becoming “social security ambassador,” actively promoting and encouraging people to participate SI and HI. Each staff is expected to sign up two new voluntary SI participants and five new HI participants on the launch day.

“Today, after the launch ceremony, post offices nationwide will simultaneously hold conference and consultation to expand SI and HI participation. At 19:30, the Corporation host a talk show with the attendance of leaders from the National Assembly’s Committee on Culture and Society, Ministry of Home Affairs, and VSS, under the theme ‘Sustainable Social Security: Social and Health Insurance Alongside the People” to discuss, explain, and guide policies and changes in SI and HI policy,” Chu Quang Hao shared.

In the past year and the early months of 2025, Vietnam Post has coordinated with VSS at all levels to implement various solutions— digital communication, technology application and campaign activities to directly inform and consult social and health insurance to the people. Remarkably, Vietnam Post has mobilized over 1.2 million voluntary SI participants and more than 17 million  voluntary HI participants which proves the efficient and cooperation of the both industries.

On behalf of VSS leaders, Deputy Director Dao Viet Anh commended the active, responsible, and effective contributions of Vietnam Post employees to the achievements of VSS industry over the years. With its extensive organizational system and nationwide collaborator network, Vietnam Post has consistently accompanied and proven to be an effective “extended arm” of VSS to implement effectively communication and expansion for voluntary SI and HI.

Vietnam Post is one of flexible and proactive units in coordinating with VSS at all levels to implement various communication forms, such as organizing launch events, customer communication conferences, online information communication, and direct consultations with individuals and households. In 2024, Vietnam Post mobilized over 1.2 million participants in voluntary SI (accounting for 54.7% of the total participants nationwide) and 15 million HI participants (62.5% of the total household health insurance participants). These are highly impressive and meaningful figures in implementing social security policies.

Anh noted that, following Decision No. 391/QĐ-BTC dated February 26, 2025, issued by the Ministry of Finance on the functions, tasks, powers, and organizational structure of VSS under Ministry of Finance, the VSS system will be streamlined including Vietnam Social Security, 35 regional social security offices, and 350 district/inter-district social security offices. To achieve universal SI and HI coverage amid organizational restructure and  workforce streamline, VSS hopes to continue receiving support from agencies and units, especially long-time partners in the development journey.

“VSS and Vietnam Post have agreed to set even higher targets for 2025 compared to 2024. Accordingly, 1.25 million people participate in voluntary SI and 18.5 million participate in household HI. “At the launch, I hope Vietnam Post will not only meet but exceed these commitments” said Dao Viet Anh.

Regarding solutions, Deputy Director Dao Viet Anh suggest Vietnam Post to continue innovating communication content, method, and format to ensure that the public easily understands and remembers key messages, fostering deeper awareness of the humanitarian and practical benefits of SI and HI policies which is seen as the “key” to sustainable participation. Vietnam Post is encouraged to focus on communicating the new provisions in the revised Social Insurance and Health Insurance Laws—such as expanded benefits for voluntary SI and HI participants, reduced minimum years of SI contribution from 20 to 15 to increase access to monthly pensions and HI benefits. These efforts aim to build people’s greater trust in the policies, ensuring that SI and HI are seen as protecting workers’ rights and benefits.

Vietnam Post should continue to emphasize the value and practical benefits of SI and HI—especially in times of illness or when workers lose income at old age—highlighting that these policies are essential needs and a vital safety net in every people life.
