Key Tasks of the Vietnam Social Security Sector in 2024

On the morning of January 31st, Vietnam Social Security (VSS) held an online conference to thoroughly discuss the key tasks of the entire sector for the year 2024. Director General Nguyen The Manh chaired the conference.

Attending the conference at the headquarters of the VSS were: Vice Chairman of the Board of Directors Nguyen Van Cuong; Deputy Directors General: Tran Dinh Lieu, Dao Viet Anh, Le Hung Son, Nguyen Duc Hoa, Chu Manh Sinh; leaders of affiliated units. Representatives from local Social Security branches included: leaders of provincial and municipal Social Security branches; leaders of functional departments and district-level Social Security branches.

Engagement from the Beginning of the Year

At the conference, the VSS Office reported on the summary of the sector's performance in January 2024. Accordingly, right from the beginning of the year, the entire VSS sector has been and is highly focused, determined, and committed to implementing the assigned targets and tasks.

The implementation of the plan for collecting and developing participants in social, health, and unemployment insurance in 2024 outlined solutions to ensure flexibility, creativity, effectiveness, and suitability to the characteristics of each locality.

As of January 30th, the nationwide number of social insurance participants reached 18.058 million people, an increase of 4.54% compared to the same period in 2023. Specifically: Compulsory social insurance reached 16.34 million people, up 3.14% compared to the same period in 2023; Voluntary social insurance reached 1.717 million people, up 20.11% compared to the same period in 2023. The number of unemployment insurance participants reached 14.631 million people, up 3.47% compared to the same period in 2023. The number of health insurance participants reached 91.805 million people, up 3.25% compared to the same period in 2023. The total amount collected from social insurance, unemployment insurance, and health insurance for the entire sector is estimated to reach 31.659 trillion VND, an increase of 15.57% compared to the same period in 2023.

The implementation of social, health, and unemployment insurance policies and regimes has been carried out effectively. The entire sector disbursed combined pension salaries, social insurance allowances for January and February 2024 during the January payment period, contributing to providing beneficiaries with additional conditions for celebrating the Lunar New Year. The "Program to present social insurance books and health insurance cards to people in difficult circumstances on the occasion of the 2024 Lunar New Year" was successfully organized, with hundreds of thousands of health insurance cards and social insurance books being presented.

Some Participating Sites in the Conference

The entire sector continues to proactively and positively cooperate with relevant ministries and sectors in participating in the construction and amendment of important laws and documents related to the implementation of social and health insurance policies, such as: Social Insurance Law (amended); Health Insurance Law (amended); Employment Law (amended), etc.

Key Tasks of the Sector in 2024

At the conference, leaders of some units under the VSS, as well as leaders of Social Security branches in some localities, also delivered speeches assessing the implementation of tasks in 2024, identifying advantages, difficulties, and proposing solutions for implementation.

In his concluding remarks at the conference, Director General Nguyen The Manh acknowledged and highly appreciated the achievements of the entire sector in 2023 and January 2024. The entire VSS sector has been and is highly focused, making the greatest efforts, highest determination, decisive actions, with a focus, and flexibility in organizing and implementing tasks right from the beginning of the year. These results and foundations need to be continued and further strengthened in 2024; it is necessary to particularly promote the spirit of solidarity, unanimity, and construction within each collective.

Therefore, Director General Nguyen The Manh requested that, in addition to the regular tasks according to the assigned functions, in 2024, the VSS should focus on implementing some key tasks as follows:

Closely follow the Party's guidelines, lines, directions, and directives of the National Assembly, Government, and the objectives and plans in the Strategy for the development of the social insurance sector of Vietnam until 2030 in Decision No. 38/QD-TTg dated January 11, 2024 of the Prime Minister.

Proactively grasp, evaluate the difficulties in the practical organization of policy and law implementation; closely coordinate with ministries, levels to propose, recommend authorized agencies to amend, supplement social insurance, health insurance policies and laws to be appropriate; proactively, flexibly, timely and effectively react to new, difficult, complex, sensitive issues.

Implement synchronized solutions to develop participants; urge and reduce late payment amounts; timely settle, fully pay rights regarding social, unemployment, health insurance; strengthen inspection, sudden checks; promptly handle violations.

Continue to review, simplify administrative procedures; expand forms of providing online public services at level 4. Accelerate digital transformation, implement Project 06; improve and connect specialized data systems on social, health insurance; National Insurance Database.

Manage financial mechanisms of the funds to ensure safety, sustainability, and efficiency according to regulations. Continue to renovate, streamline the organizational structure, improve the quality of the team. Strengthen financial, administrative discipline, uphold the role, responsibility of the leaders; clearly assign responsibilities, tasks, results accompanied by inspection, supervision; timely reward; strictly handle violations; the action motto throughout the sector is: "Solidarity, discipline, flexibility, creativity, professionalism, efficiency, innovation, development, achieving excellent achievements towards the 30th anniversary of the establishment of Vietnam Social Security."
