The Ministry of Labor, Invalids and Social Affairs (MOLISA) and the Vietnam Social Security (VSS): Continuing to accompany, striving for the common interests of social and health insurance participants

On the afternoon of February 16, Minister of the MOLISA, Dao Ngoc Dung, visited and worked at the VSS. VSS Director General Nguyen The Manh, presided over the meeting and working session.

Speaking at the working session, on the occasion of the beginning of the Lunar New Year of the Dragon and the 29th anniversary of the establishment of VSS (February 16, 1995 - February 16, 2024), Minister Dao Ngoc Dung sent his warmest congratulations to the leadership team of VSS and the staff of officials and employees in the entire VSS. He also highly appreciated the remarkable achievements of the industry over the past time.

Minister Dao Ngoc Dung evaluated that 2024 is a meaningful year for the VSS sector with significant events and tasks, yet also facing numerous difficulties and challenges. "The MOLISA will always accompany VSS," Minister Dao Ngoc Dung shared.

Reflecting on the formation and issuance of Resolution No. 28-NQ/TW on May 23, 2018, by the Central Executive Committee of the 12th term regarding the reform of social insurance policies, Minister Dao Ngoc Dung affirmed that this was an important resolution, outlining 11 reform contents that laid the foundation for the development of social insurance policies and the VSS sector in the new period. Up to now, the principles and orientations of Resolution No. 28 have gradually been integrated into life. Particularly in 2019, the amended Labor Law closely followed the contents of the resolution, solving many important historical issues. Currently, the amendment of the Social Insurance Law is also continuing to materialize this.

"The amendment of the Social Insurance Law poses many pressures and complexities. Recently, the leadership of VSS and units within the sector have been very active, accompanying the MOLISA, completing the initial steps of the law amendment process," Minister Dao Ngoc Dung said.

Minister of Labor, Invalids and Social Affairs proposed in the coming time the two sectors need to enhance even more coordination to continue perfecting the draft of the Social Insurance Law, expected to be submitted to the National Assembly for approval in May 2024. In particular, it should be paid attention to issues such as expanding coverage, add mandatory social insurance participants, solving the issue of one-time social insurance benefits for participants, reforming salary policies to be consistent and harmonious with retirees, calculating contributions, and resolving entitlements when leaving the basic salary threshold.

"These issues require the two sectors to accompany each other, strengthen coordination for the common interests of participants and beneficiaries of social insurance policies. The amended Social Insurance Law should be passed with the most progressive and breakthrough provisions, with a broader vision and greater efficiency. social insurance participation must truly become a culture of the People, the labor force," Minister Dao Ngoc Dung emphasized.

Speaking at the working session, VSS’ Director General Nguyen The Manh sincerely thanked for the attention, guidance, and coordination of the MOLISA over the past years in implementing VSS’ social insurance policies. This has significantly contributed to the VSS’ completion and surpassing of assigned tasks and targets, achieving many outstanding results by 2023.

Highly appreciating the coordination between the two sectors in building and completing the draft of the amended Social Insurance Law over the past time, Director General Nguyen The Manh stated that in 2024, this remains a key task of the sector. VSS will continue to coordinate with relevant units under the MOLISA to have the draft law passed with the most progressive and breakthrough provisions, for the interests of participants and beneficiaries of policies.
