PM urges accelerated implementation of Project 06 for national digital transformation

Prime Minister Pham Minh Chinh signed Directive No 04/CT-TTg on February 11, 2024 on the continued implementation of the Project on developing the application of data on population, identification and electronic authentication for national digital transformation in the 2022-2025 period, with a vision to 2030 (Project 06) by ministries, sectors, and localities in 2024 and the coming years.

The Directive states that, following the Party and State guiding principles and policies on developing the information and telecommunication infrastructure, creating grounds for the national digital transformation and gradually developing the digital Government, digital economy and digital society, the implementation of Project 06 is an important and breakthrough to implement the strategy, generating utilities and services and bringing about practical benefits to better serve the people and businesses.

However, the actual implementation still faces difficulties and shortcomings. Therefore, to further promote the implementation of Project 06 in 2024, laying the ground for achieving the objectives of the National Digital Transformation Programme by 2025, with a vision to 2030, the Prime Minister has requested ministries, ministerial-level agencies, Government bodies, People’s Committees of provinces and centrally-run cities to thoroughly and synchronously implement the following key tasks and solutions in a consistent, timely and effective manner:

Quickly overcome slow-progress tasks

Ministries, ministerial-level agencies, Government bodies, People’s Committees of provinces and centrally-run cities are requested to quickly resolve the slow-progress tasks that have been set; restructure work processes and complete the provision of essential public services on the National Public Service, ensuring maximum reduction of paperwork, travel time and compliance costs for the people and businesses; and formulate and issue, by authority or submit to the Prime Minister for issuance, interconnected electronic processes for administrative procedures, to be completed in April, 2024.

To accelerate the digitisation of records and results of handling administrative procedures during the reception and resolution processes, linking digitisation with the performance of tasks by officials and public servants.

To upgrade and improve the information technology infrastructure to meet the requirements stipulated in the Ministry of Information and Communications’ Document No 1552/BTTTT-TTH dated April 26, 2022 guiding the essential information technology components for implementing Project 06.

To direct, manage and evaluate the quality of service to the people and businesses based on data and real time according to the Prime Minister’s Decision No 766/QĐ-TTg dated June 23, 2022.

Set out roadmap for the completion of nine objective groups in 2023-2025 period

The Prime Minister has requested ministries, ministerial-level agencies, Government bodies, People’s Committees of provinces and centrally-run cities to focus on implementing tasks in 2024, including the issuance of Plan for Project 06 implementation in 2024, setting out the roadmap to complete the nine objective groups of Project 06 in the 2025-2025 period; and allocate funds for the implementation of Project 06 to ensure effectiveness and completion in February, 2024.

To review legal normative documents according to the scope, functions and tasks assigned for issuance or proposals to competent authorities to issue, amend, supplement legal documents for the connection and exploitation of data among the National Data Center and the national databases and specialised databases.

To coordinate with the National Data Center to develop a plan for incorporating human data within the management scope into the National Data Center with an schedule appropriate with the progress of construction and operation of the National Data Center.

To review and supplement conditions to ensure security and safety of the information system under the management authority of ministries, sectors, and localities according to the standards of the National Data Center.

Provide utilities for citizens, social management on VNeID

The Ministry of Public Security proposes to develop the Personal Data Protection Law and the Data Law in the second quarter of 2024; along with directing the provision of electronic authentication services in line with the regulations of the Government’s Decree No 59/2022/NĐ-CP dated September 5, 2022.

To provide utilities for citizens, social management on VNeID, especially social management such as reporting crimes, fire prevention and control, traffic safety, environmental protection, declaration of temporary residence or temporary absence, etc.; and integrate VNeID with services for citizens such as banking, shopping, payment, education, healthcare, and utilities for vulnerable groups.

The Ministry of Information and Communications is responsible for coordinating with relevant ministries and sectors to develop a decree regulating the list of national databases; and for the formulation, update, maintenance and exploitation, and use of national databases in a streamlined manner to be completed in February 2024. It is also responsible for drafting a decree amending and supplementing the Government’s Decree No 73/2019/NĐ-CP on the management of investment in information technology application using the State budget, to be completed in September 2024.

To formulate, advise and submit to the Government a decree detailing some provisions of the Telecommunications Law, including the study and supplementation of regulations on the use of electronic authentication accounts at level 2 by citizens to register for subscriptions, to be completed in October 2024.

Build and propose the Prime Minister to issue the List of interconnected electronic administrative procedures

The Government Office to coordinate with the Ministry of Planning and Investment to instruct ministries, sectors and localities to integrate, connect and share data between the National Public Service Portal, the Information System for settling administrative procedures at the ministerial and provincial levels with the National Database on business registration, to be completed in the first quarter of 2024.

To build and propose the Prime Minister to issue the List of interconnected electronic administrative procedures, to be incorporated in the National Public Service Portal in 2024, to be completed in February 2024.

To build and propose the Government to issue a decree on two interconnected public services "birth registration – permanent residency registration – health insurance card issuance for children under 6 years old and death registration – removal of residency registration – funeral allowance" with streamlined procedures, to be completed in April, 2024.

To instruct ministries, sectors and localities to integrate, share and exploit the results of digitised records and of settling electronic administrative procedures among information technology systems handling administrative procedures at ministerial and provincial levels through the National Public Service Portal, to be completed in the first quarter of 2024.

To lead and work with the ministries of Public Security, Home Affairs, Information and Communication, and Justice and related localities to build a model of the one-stop shop for public services by combining the one-stop shop of administrative units at all levels in the locality, and to pilot the model in Hanoi, HCM City, Quang Ninh Province and Binh Duong Province and have follow-up evaluation and review to develop the model on a larger scale.

The Ministry of Labour, Invalids and Social Affairs coordinates with the Ministry of Public Security, the State Bank of Vietnam, the Bank for Social Policies and relevant bodies to study and develop the scheme to provide “social security accounts”, so that each Vietnamese citizen who has a social security account associated with the personal identification number on VNeID will receive social security benefits through account as required.

The Ministry of Health works with the Ministry of Public Security, Vietnam Social Security and Hanoi to instruct medical facilities and people to use the electronic health book information on VNeID; and to evaluate the results and develop a plan for expansion across the country as of June, 2024.

The Ministry of Finance leads and coordinates with the Ministry of Planning and Investment to advise on the issuance of guidance for the implementation of the Announcement No 3307/TB-TTKQH dated January 18, 2024, which announces the conclusions of the National Assembly Standing Committee regarding the explanation of regulations in Clause 1, Article 6, the Law on Public Investment; issues a circular amending and supplementing Circular No 105/2020/TT-BTC and Circular No 19/2021/TT-BTC guiding the registration of tax for individuals when using the personal identification number instead of tax code.

To complete the information technology system for electronic invoices, ensuring the reception and connection of electronic invoice information by tax authorities be transparent and convenient, contributing to improved efficiency of tax management work, to be completed in March, 2024.

To direct the State Securities Commission to implement reconciliation and verification of information with the National Population Database, cleaning up the data of securities investors and individuals granted with securities practice certificates, to be completed in March 2024.

The Ministry of Planning and Investment researches the development of a project on building an enterprise database to submit to the Prime Minister for approval, to be completed in June 2024; syntherise and report to the competent authorities for adjusting the mid-term public investment plan from the State budget for the 2021-2025 period, shifting from projects with slow implementation and slow completion of procedures to projects under Project 06 as proposed by ministries, and Central agencies; urges localities to proactively allocate local budget to implement projects under Project 06, to be completed in February 2024.

The Ministry of Transport reviews, and clean up driving licences’ data and synchronise the data on VNeID; and coordinate with the Ministry of Public Security to implement the use of driving licences’ data on VNeID in Binh Duong Province, to be completed in 2024.

The State Bank of Vietnam directs credit institutions to study the application of reliable credit scoring solutions in lending activities, facilitating the people to get access to bank credit sources, preventing black credit activities and ensuring compliance with personal data protection regulations, to be completed in March 2024.

The Vietnam Social Security expands the deployment of biometric information verification applications on chip-based citizen identification cards at the one-stop shop of the social security offices across the country, to be completed in 2024; and to continue to integrate the social insurance book information on VNeID.

Accelerate the issuance of social security accounts for beneficiaries of State preferential policies

The People’s Committees of provinces and Centrally-run cities carry out 12 tasks in 2024, in which focusing on coordination with relevant bodies to accelerate the issuance of social security accounts for beneficiaries of State preferential policies who have own any account; and direct the cashless payment of social security allowance for 100 per cent of account holders.

To lead and work with the Ministry of Public Security and Ministry of Information and Communication to provide training on information safety and security for local officials, and public employees, prioritising electronic forms on the Massive Open Online Courses (MOOC), to be completed before July 1, 2024.

To organisation the formulation of local land database; ensure the connection, integration, and interconnection with the national land database and the National Population Database; and quickly complete and put it into operation in 2025.

To deploy models and solutions to apply utilities from the National Population Database, Identification Cards and electronic identification to accelerate the implementation of Project 06 and implement the roadmap as planned.

The Prime Minister assigns Vietnam Television, Voice of Vietnam, Vietnam News Agencies and the Government News and media outlets at both Central and local levels to disseminate legal policies and objectives and benefits of the implementation of Project 06, electronic authentication accounts, chip-based Identification cards, and the National Database Center to raise general awareness and consensus among people./.
