Promoting the relationship between Viet Nam Social Security (VSS) and French partners

Viet Nam Social Security has begun building cooperative relationships with French partners since 2009 through implementing cooperation plans about health insurance, access to medical care, using drugs safely and appropriately, improve capacity in pharmacoeconomics, medical technology assessment and other cooperation contents on social insurance and health insurance that both sides are interested in.
In particular, French partners have made positive contributions to the process of amending Viet Nam’s Health Insurance Law through consultation workshops and sharing international experiences; expert working sessions; sharing documents, reports, and research from international partners. Through the French partners’ support, VSS has successfully organized many delegations researching and working on the implementation of social insurance and health insurance policies, drug management policies, drug bidding, experience about raising awareness among participants in France. In addition, VSS also welcomed many expert delegations from French partners to visit and work at VSS. Thereby learning and exchanging experiences in implementing policies in the two countries.

IN general, the technical assistance projects and bilateral cooperation programs with social security agencies and organizations in France have been promoting positive effects, contributing to improving and developing the social security system in Viet Nam toward a streamlined, professional, modern, reliable, and transparent direction according to the general goals set out in Resolution 28-NQ/TW.
On the occasion of the 50th anniversary of establishing diplomatic relations between Vietnam and France (1973-2023), on January 22, 2024 at the French Embassy in Ha Noi, VSS and the French Chamber of Commerce an Industry in Viet Nam signed a Memorandum of Cooperation for the period 2024-2026 to establish a basis and mechanism for strategic cooperation between the two parties in the fields of health care and health insurance, further strengthening the cooperation relationship already exists between VSS and French partners.
Within the framework of the Memorandum of Understanding, cooperation between the two parties will be developed such as information exchange activities, sharing experiences on solutions to increase revenue for the health insurance fund, experience in implementing supplementary health insurance packages, improving the capacity of VSS staff in health technology assessment and health economic assessment; strengthening communication awareness and medical staff on using drugs safely and effectively…
Before the signing ceremony, VSS, the French Embassy, and the French Chamber of Commerce and Industry in Viet Nam organized a conference "Towards improved chronic diseases management in Viet Nam". This is a practical activity, especially while Viet Nam is facing the trend of rapid population aging, the burden of disease and medical treatment costs for chronic diseases are increasing. At the Conference, delegates shared information about countries' experiences in managing chronic diseases; proposed to VSS methods to develop policies for chronic disease management in general, and management and use of health insurance fund in particular.
