Implementation Action Plan of VSS for Resolution No. 01/NQ-CP

On January 5, 2024, the Government issued Resolution 01/NQ-CP on the key tasks and solutions to implement the Economic and Social Development Plan and the State budget estimate for 2024. Recently, the Director-General of Vietnam Social Insurance (BHXH) signed Decision No. 24/QD-BHXH issuing the Action Plan of Vietnam Social Insurance to implement Resolution No. 01/NQ-CP, aiming to achieve the set targets assigned by the Prime Minister, striving to reach a participation rate of 42%-43% for social insurance, 33%-33.5% for unemployment insurance, and a health insurance coverage rate of 94.1% of the population.

Theme, perspective, and directive focus
In order to achieve these goals, the VSS will closely follow the resolutions of the 13th National Party Congress, specific resolutions, and conclusions of the Central Committee, Politburo, National Assembly, and the Government. The focus is on the comprehensive and effective implementation of the 5-year plan for the 2021-2025 period, along with key programs and plans of the VSS in line with the resolutions, directives, and decisions of the Government and the Prime Minister.
The strategy involves mobilizing the entire political system, leveraging the role of the Steering Committee and each member of the Steering Committee to effectively implement social insurance policies from provincial to communal levels. It aims to rapidly and sustainably increase the coverage of social, unemployment, and health insurance, striving to fulfill the goal of nationwide social insurance participation as outlined by the Party. Proactive coordination with other ministries is emphasized in developing and amending social insurance policies and laws. Adhering to practical situations, timely policy adjustments are made, especially in response to urgent issues in the short term, while effectively carrying out the assigned political tasks. Effective management and use of social insurance funds are stressed, focusing on efficiency, thriftiness, and compliance with regulations.
Enhanced communication about social insurance policies is a key aspect. The plan includes extensive communication about the significance, values, and benefits of participating in and benefiting from social insurance policies. This is aimed at fostering consensus and promoting a correct understanding of the role and importance of social and health insurance policies among the general population.
The Action Plan of the VSS comprehensively implements the assigned tasks and solutions outlined in Resolution No. 01/NQ-CP
Focusing on seven key tasks and solutions
One, Concentrating on rapidly expanding coverage for participants in social, unemployment, and voluntary social insurance, while intensifying efforts in collection, reduction, and recovery of overdue social, unemployment, and health insurance contributions. Striving to successfully achieve the targets set in various resolutions and decisions, such as Resolution No. 28-NQ/TW dated March 25, 2018; Resolution No. 125/NQ-CP dated October 8, 2018; Resolution No. 20-NQ/TW dated October 25, 2017; Decision No. 546/QD-TTg dated April 29, 2022; Resolution No. 69/NQ-CP dated May 19, 2022; and Resolution No. 103/2023/QH15 of the National Assembly on the Economic and Social Development Plan for 2024.
Two, Efficiently manage and utilize the assigned resources to stabilize macroeconomic conditions, recover and develop the socio-economic sector. Strengthen discipline and rigor in financial management and the funds of social, unemployment, and occupational accident insurance to ensure strict, economical, effective, and compliant management. Resolve, fully and timely disburse, and adhere to the regime for beneficiaries, ensuring the effective implementation of social security policies.
Three, Continue to review, advise, and improve the legal framework, policies, and mechanisms associated with enhancing the effectiveness and efficiency of the organizational implementation of laws. Review and advise on enhancing the legal framework, policies, and mechanisms of the VSS in line with the assigned functions and tasks. Conduct a review of directive documents and operational guidance within the entire sector to propose amendments, supplements, replacements, or abolitions of outdated documents, ensuring the legality of the documents and meeting emerging practical requirements.
Four, Ensure social security, improve the material and spiritual lives of the people; continue to innovate and improve the quality of social policies to meet the requirements of nation-building and defense in the new period. Advise on improving the system of policies and laws regarding social, health, and occupational accident insurance by expanding coverage and developing participant numbers. Enhance supervision of the implementation of social and occupational accident insurance policies at the local level; organize and effectively implement relevant laws.
Five, Continue to streamline and build a lean, effective, and efficient organizational structure; further intensify the work of preventing corruption, negativity, waste, and group interests; tighten discipline and administrative rigor. Resolutely implement the rearrangement of the organizational structure of units under the VSS towards a leaner, more effective, and efficient direction. Strengthen inspection, examination, and internal audit activities regarding the implementation of social, health, and occupational accident insurance policies; effectively implement specialized inspection regulations on social, health, and occupational accident insurance contributions according to legal provisions; carry out citizen reception and address letters, complaints, and denunciations within the jurisdiction of the VSS.
Six, Implement the Agreement on Social Insurance signed with the Republic of Korea and continue to vigorously negotiate and sign bilateral agreements on social insurance with other countries; enhance the effectiveness of foreign affairs and international integration to create favorable conditions, attract international resources, and incorporate international experience for the development of the VSS sector.
Seven, Intensify the communication of social insurance policies to ensure practicality and effectiveness; foster consensus and promote a correct understanding of the role and importance of social insurance policies among the various layers of the population.
The VSS requires the heads of its subordinate units, as well as the Directors of Social Security Offices in provinces and centrally-run cities, to formulate and issue specific action plans for their respective units in January 2024. These plans should clearly define objectives and targets according to the assigned plan, proactively manage and implement tasks, and report to the VSS (through the Planning and Investment Department) by no later than February 20, 2024, for synthesis and monitoring.
