Steering Committee for the Implementation of Social, Health, and Unemployment Insurance Policies in Binh Thuan Province Unveils Tasks for 2024

On the afternoon of January 11, 2024, the People's Committee of Binh Thuan Province organized a conference to review and evaluate the results of implementing social, health, and unemployment insurance policies in 2023 and to outline tasks for 2024. Attending and presiding over the conference were Deputy Chairman of the Provincial People's Committee Nguyen Minh, Permanent Vice Chairman of the Steering Committee for the Implementation of Social, Health, and Unemployment Insurance Policies (referred to as the Provincial Steering Committee); co-chairing the conference were Director of the provincial Social Security Office Pham Xuan Toan, Permanent Member of the Steering Committee; representatives of the leadership of departments, sectors, and local People's Committees of districts, towns, and cities. The conference was held in an online format, connecting 124 points in communes, wards, and towns throughout the province.

Over the past year, the activities of the Provincial Steering Committee and district-level committees have achieved some notable results, such as: The number of participants in social, health, and unemployment insurance has met and exceeded that of 2022; the coverage rate of health insurance reached 92.28% of the population, exceeding the target set by the Prime Minister by 0.03%; the collection rate of social, health, and unemployment insurance increased by 10.8% compared to 2022; the debt ratio was 2.84%, lower than the target set by the VSS; timely and full payment of benefits to participants was ensured; the target of non-cash payments in urban areas exceeded the assigned target;...
However, the implementation of social, health, and unemployment insurance policies still faces many difficulties due to various reasons: Late payment amounts (debts) for social, health, and unemployment insurance are still higher than the same period last year; many ineffective businesses fail to pay social, health, and unemployment insurance for their employees; many businesses go bankrupt, dissolve, lose contact, stop operating, and cease transactions with the social insurance agency, leading to prolonged delays in social, health, and unemployment insurance payments; the number of people not participating in health insurance in various target groups remains high.
Conference on Deploying Tasks for the Year 2024 of the Provincial Steering Committee
The conference also heard many opinions and speeches from leaders of departments, sectors, and localities regarding the implementation and coordination of social, health, and unemployment insurance policies.
In his directive speech at the conference, Mr. Nguyen Minh - Deputy Chairman of the Provincial People's Committee praised the results achieved by the entire political system in implementing social and health insurance policies at the local level. He especially appreciated the collective efforts of officials, civil servants, and workers of the entire social insurance sector, who have excellently fulfilled their assigned tasks. At the same time, he commended the members of the Provincial Steering Committee, such as the Provincial Inspectorate and the Provincial Police, for actively coordinating with the social insurance sector to handle and recover overdue social insurance payments, contributing to ensuring the rights and benefits of workers.
To continue achieving the set targets and tasks in 2024 according to the Government's Resolution, the Provincial People's Council's resolution, Deputy Chairman of the Provincial People's Committee requested all members of the Provincial Steering Committee, districts, departments, sectors, agencies, units, Party committees, authorities at all levels to leverage the achieved results, address existing shortcomings, limitations, and difficulties in the past period, and be more proactive in the efficient and timely implementation of social, health, and unemployment insurance policies throughout the province.
Accordingly, the provincial Social Security Office is assigned to lead and coordinate with departments, bureaus, sectors, People's Committees of districts, towns, cities, and relevant units to intensify propaganda on social, health, and unemployment insurance policies. Effectively implement the development of participants in social, health, and unemployment insurance according to the 2024 participant development scenario. Strengthen inspection and examination activities, coordinate cross-sectoral inspections to promptly handle businesses deliberately evading or delaying payments of social, health, and unemployment insurance. Expand the network of collection staff and improve the quality of activities of organizations collecting social and health insurance contributions.
In addition, departments, sectors, and localities as members of the Steering Committee, based on their functions and tasks assigned, will coordinate with relevant units to enhance their roles and responsibilities, and organize the comprehensive and timely implementation of social, health, and unemployment insurance policies. The Provincial Vietnam Fatherland Front is requested to coordinate with mass organizations, political and social organizations to launch socialization programs to support disadvantaged individuals, making it possible for them to participate in health insurance.
People's Committees at all levels and related units will continue to review and implement synchronized solutions to fulfill the assigned targets and plans in 2024. Continue to consolidate and improve the Steering Committee for the Implementation of Social, Health, and Unemployment Insurance at district and commune levels. Timely reward and encourage organizations, individuals, and businesses with good achievements; organize dialogues to discover and resolve difficulties and problems faced by units and businesses. In cases where the limits of authority are exceeded, report to and refer to the provincial People's Committee for consideration and resolution./.
