Biometric Technology Implementation at the 'One-Stop Shop': Timely Detection, Mitigation of Fraudulent Activities

Over time, Vietnam Social Security (VSS) has collaborated with the Ministry of Public Security to deploy biometric authentication technologies based on biometric information integrated into the chip-based Citizen Identity Card and the National Population Database to limit and prevent exploitation while paying or receiving benefits related to social, health, and unemployment insurance.
VSS has upgraded and adjusted the Software for Receiving and Managing Files to integrate biometric authentication technology, implementing biometric verification in receiving and delivering results for administrative procedures at the "One-Stop Shop" department of the Social Security Agency in Binh Duong Province and the Social Security Agency in Dong Da District, Hanoi.

Previously, staff at the "One-Stop Shop" had to self-check whether the citizen identity card was genuine or counterfeit without a reliable basis for accurate determination and self-check the consistency between the person presenting the citizen identity card and the information on it.
During the pilot implementation of biometric verification at the trial-deployed agencies, the offices of the Social Security Office in Binh Duong Province and Dong Da District, Hanoi, set up dedicated counters for biometric verification when citizens directly submit documents (for one-time social insurance benefits, reissuing certificates, adjusting certificates, merging certificates, etc.).
Accordingly, when citizens come to submit documents, they are guided by the staff of the "One-Stop Shop" department to the biometric counter before proceeding with the document submission process. The file-receiving officer performs a comparison of the document and biometric fingerprint with the chip-based ID card. In the case of successful biometric verification, the file-receiving officer records the information to ensure during the document processing and future file retrieval, following the regulations.
During the pilot phase, Social Security agencies performed biometrics for over 16,000 people who came to submit documents, leading to the discovery of three suspicious cases involving the use of fake citizen identity cards to apply for one-time social insurance benefits (in Binh Duong). The Social Security Office in Binh Duong reported to the competent authorities to conduct consideration, verification, and handling according to jurisdiction. Simultaneously, they reported to the relevant agencies within the province to monitor, guide, and widely notify other social security agencies in other provinces to be cautious and vigilant against document forgery issues.
The implementation of biometric authentication in receiving and delivering results for administrative procedures significantly reduces the time spent by citizens in providing various documents, ensuring swift and accurate data entry. For social security agencies, this helps authenticate the genuineness of the chip-based citizen identity card and verify the identity of individuals when they submit and resolve documents (especially cases requesting reissuance of social insurance certificates or one-time substantial benefit claims). It allows timely detection and limitation of fraudulent activities, such as forging personal documents to exploit social and health insurance funds.
