VSS Director General tells insurance sector to make efforts to fulfil this year’s tasks

Viet Nam Social Security Director General Nguyen The Manh has told the insurance sector to make continuous efforts to complete the assigned tasks for this year.

The tasks were not only indicators of social and health insurance coverage, but also the sector's responsibility to the people, ensuring social security, and ensuring that all people benefited from the policies of the Party and State, he said, at the meeting on December 20 in Ha Noi.

The meeting aims to urge the units to accelerate social insurance’s debt collection, deal with evasion, late payment of social, health and unemployment insurance as well as sanctioning administrative violations in social, health and unemployment insurance.

Manh also required relevant units to review the implementation and responsibilities of the social insurance agency according to their functions and authority, ensuring compliance with the provisions of law.

The relevant units were ordered to coordinate and quickly issue documents, which closely followed the instructions of the Viet Nam Social Security, to strictly urge the collection of debt for social, health and unemployment insurance, he said.

Regarding handling of administrative violations, the insurance sector had to strictly implement measures in accordance with the provisions of the law, he added.

Evaluating the implementation of collecting debts, and increasing participants of social, health and unemployment insurance, director of the Department of Social Insurance Book and Health Insurance Card Duong Van Hao said the Viet Nam Social Security fully issued regulations on revenue management process, systematised processes and clearly assigned responsibilities to each officer to closely urge units and businesses to pay social, health and unemployment insurance for employees.

Deputy General Director Tran Dinh Lieu said the process of debt collection in social, health and unemployment insurance had been being implemented very methodically by the Viet Nam Social Security in accordance with the provisions of laws, decrees and relevant instructions.

There have been many positive changes in inspection and sanctioning of administrative violations in the fields of social, health and unemployment insurance.

Director of the Inspectorate Department Bui Quang Huy said annual inspection activities were carried out in accordance with the provisions of laws.

Accordingly, the inspection activities were flexibly organised for units that showed signs of violations and units that were slow to pay contributions of social, health and unemployment insurance, he said.

The inspection units resolutely sanctioned administrative violations; promptly prepared a lawsuit against enterprises that intentionally committed violations, he said.

“However, the compliance of some businesses is not serious enough,” he added.

Huy also said the work of sanctioning administrative violations of social, health and unemployment insurance payments had still shown shortcomings.

Regarding the shortcomings in implementing the Law on Social Insurance, including inspection activities, deputy general director Le Hung Son said recently, the insurance sector had proactively coordinated with relevant sectors at all levels to promptly provide information and evaluate problems as well as inadequacies in practice to fix them.

The insurance sector had actively participated in building and completing draft decrees and circulars to concretise and implement the bills, including the Decree guiding the Law on Inspection, especially the Decree stipulating about agencies performing specialised inspection functions to ensure regulations in the organisation and implementation of assigned tasks.

At the meeting, participants also gave opinions related to strictly reviewing regulations on urging recovery of late payment amounts; flexibly organising inspection forms; reviewing provisions of the law in resolutely handling administrative violations; reviewing responsibilities of local social insurance in coordinating debt collection and inspection of the compliance of laws.
