Bac Ninh: National Assembly Delegation Engages with Constituents to Gather Feedback on the Revised Social Insurance Law Project

On the morning of September 28, 2023, at the Kinh Bac Cultural Center, the delegation of the Provincial National Assembly (NA) in Bac Ninh province chaired a conference to engage with constituents on the topic of providing feedback on the revised Social Insurance Law project.

Comrade Tran Thi Van, Deputy Head of the Provincial NA Delegation, presided over the conference. The attendees included Comrade Vuong Quoc Tuan, Member of the Central Party Committee's Standing Board, and Permanent Vice Chairman of the Provincial People's Committee; Comrade Nguyen Hanh Chung, Vice Chairman of the Provincial People's Council, as well as leaders of the Provincial Fatherland Front Committee and representatives from various departments, sectors, and functional agencies of the province.

Nearly 300 constituents participated in the conference, including officials, workers, and employees from provincial agencies and enterprises, representatives of labor users, and officials involved in social insurance work in various agencies, units, and businesses within the province.

Deputy Head of the Provincial NA Delegation, Tran Thi Van, gathered feedback from the constituents.

She provided a general overview of the revised Social Insurance Law project. According to her report, during over 7 years of implementation, the Law on Social Insurance of 2014 has affirmed the correctness of the social insurance policies and regimes based on the principles of contribution and entitlement, meeting the aspirations of a large number of workers, ensuring social security, and international integration. However, alongside the achievements, the implementation process of the 2014 Law on Social Insurance has also revealed existing limitations and shortcomings, such as low coverage of participants and beneficiaries in the social insurance scheme compared to the potential, relatively low compliance with social insurance regulations, cases of late or evaded contributions occurring in many enterprises and localities, the voluntary social insurance policy not being attractive enough for people to participate, and certain provisions no longer being suitable for the current practical conditions and context.

The draft revised Law on Social Insurance consists of 9 chapters and 136 articles, including many new content designed to address the limitations and shortcomings of the current law. It includes the supplementation of social retirement allowances, the formation of a multi-tier social insurance system, the expansion of compulsory social insurance coverage, the addition of sick leave and maternity benefits for non-professional workers at the communal level, the inclusion of maternity benefits for voluntary social insurance participants, the reduction of the minimum years of contributions required to receive a pension from 20 to 15 years to provide opportunities for late joiners or those with non-continuous contribution periods to receive a pension, increasing rights and attractiveness to encourage workers to reserve their contribution periods to receive a pension instead of receiving a one-time lump sum payment, being eligible for a monthly allowance when not meeting the conditions for a pension and not reaching the retirement age, being entitled to health insurance provided by the State budget during the period of receiving a monthly allowance, and being entitled to health insurance provided by the social insurance fund if the reservation continues after 1 year without receiving a one-time lump sum payment.

Nearly 300 delegates and voters attended the conference.

They expressed strong agreement with the contents of the draft Law on Social Insurance (amended) and provided opinions related to the consideration of adding a family allowance for workers, setting the minimum pension level for male workers at 40% and female workers at 50% of the average wage participating in social insurance, studying an appropriate roadmap to implement one-time social insurance options, adding social retirement allowances to form a multi-tier social insurance system, and regulating the entitlement to benefits for sickness and maternity for non-professional workers at the commune, ward, and township levels.

At the same time, the voters also recommended expanding the compulsory participants of social insurance, reducing the minimum number of years of social insurance contributions required to receive a monthly pension, regulating one-time social insurance benefits, and paying attention to public awareness campaigns about joining and withdrawing from social insurance. They also suggested adding short-term benefits such as sickness benefits for voluntary social insurance participants and increasing support from the state budget to attract people to access social insurance policies and participate in voluntary social insurance.

Receiving and working with the delegation were Mrs. Nguyen Huong Giang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Committee; Mrs. Tran Thi Hang, Member of the Provincial Party Standing Committee and Standing Vice Chairwoman of the Provincial People’s Council; Mr. Nguyen Dinh Loi, Member of the Provincial Party Standing Committee and Chairman of the Provincial Fatherland Front Committee; Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People’s Committee; Mrs. Tran Thi Van, Deputy Head of the Provincial Delegation of National Assembly Deputies.

To implement Resolution No. 43/2022/NQ15 dated January 11, 2022 of the NA on fiscal and monetary policies for supporting socio-economic recovery and development programs, the Provincial People’s Committee issued an Action Program and relevant documents to concretize the policies in the Resolution, ensuring flexibility, efficiency, practicality and suitability to local conditions.

During 2022 and 2023, some production and business activities have recovered and grown well, the province's macro-economy has basically remained stable. Especially, in 2022, major balances were guaranteed including budget revenue - expenditure (budget surplus), export - import (trade surplus estimated at USD 6 billion, accounting for 50% of the country’s trade surplus). In 2023, new FDI attraction into industrial parks reached USD 1,400 million, exceeding 16.7% of the plan.

Bac Ninh province has 4 projects under the socio-economic recovery and development program with a total capital allocated by the Central Government of VND 1,134 billion. Currently, 03 projects have completed investment procedures to receive capital in 2023, 01 project is completing investment procedures. As of December 31, 2023, the disbursement rate had reached 48%.

For the Ring Road 4 construction investment project - Hanoi Capital Region (under an important national project), up to now, component project 1.3 has recovered more than 95% of agricultural land and completed the grave relocation.

At the conference, the provincial leaders, and functional departments and branches explained and clarified the contents questioned by the supervision delegation.

Speaking at the conference, Chairwoman Nguyen Huong Giang confirmed that Bac Ninh province would continue to focus on synchronously implementing tasks, solutions, resolving and handling “bottlenecks” to successfully carry out socio-economic development goals.

Head of the Delegation Nguyen Thi Thanh acknowledged and praised the Bac Ninh Provincial People’s Committee for its seriousness and responsibility in implementing the report of the NA’s supervision delegation. At the same time, she highly appreciated the efforts and determination of the Party Committee, authority and people of Bac Ninh province in implementing socio-economic recovery and development, and key projects over the past time.

On the other hand, the delegation took note of the province's proposals and will send the solutions of the NA and the Government for the project implementation in the country in general and Bac Ninh in particular.

On the same day, the supervision delegation and the provincial leaders supervised the construction site of the Ring Road 4 construction investment project - Hanoi Capital Region, investment projects of Provincial Road (PR).295C and PR.285B routes connecting Bac Ninh city through industrial parks with new National Highway 3, PR 277B connecting with Ha Bac 2 bridge and Ring Road 4.

In the upcoming time, she hoped that the province would continue to receive the attention and support of the NA, Government and Central agencies, especially the work of solving local difficulties and problems.

Representatives from relevant departments and agencies directly addressed the concerns raised by the voters, clarifying many issues related to the implementation of social insurance policies and the well-being of workers.

In conclusion, Deputy Head of the Provincial National Assembly Delegation, Tran Thi Van, acknowledged and highly appreciated the heartfelt contributions and sense of responsibility of the voters. She also welcomed and collected suggestions and feedback regarding the draft Law on Social Insurance (amended) to compile, categorize, and report to the National Assembly in the upcoming session./.
