In accordance with current regulations and the practical needs of citizens in using citizen identification cards for administrative procedures, in order to unify the management of individuals receiving social insurance benefits, ensure tight alignment with national population data, and facilitate the receipt of monthly social insurance benefits through service payment organizations and confirmation of entitlement to social insurance benefits, the VSS is currently studying and developing guidelines for synchronizing the management data of beneficiaries and updating their personal information in the monthly social insurance management database. This is necessary because the information recorded in the monthly social insurance records is inconsistent with the information in the citizen identification cards.

During the process of drafting the general guidelines on the aforementioned content, in order to ensure the healthcare rights of workers, provincial and centrally-governed city social security agencies will continue to adjust personal information for individuals receiving monthly social insurance benefits under the management of social security authorities. This adjustment is carried out to facilitate medical examinations and treatments based on the citizen identification cards, following the procedures stipulated in Decision No. 888/QD-BHXH dated July 16, 2018, and Decision No. 490/QD-BHXH dated March 28, 2023, issued by the VSS.

Furthermore, based on individual requests for adjusting information such as last name, first name, middle name, date of birth, gender on the health insurance card due to differences in personal information between the newly issued citizen identification cards and the beneficiary management information of the social security agency, the receiving officer guiding the submission of documents must clearly record the requested adjustment information in Section 18 of the TK01-TS declaration form. The officer then updates the record in the TNHS software and transfers it to the Collection - Book and Card section/department. The officer responsible for handling administrative procedures in the Collection - Book and Card section/department must verify the information on the citizen identification cards with the information in the national population database and the household database of the social security sector before submitting it for approval by the competent authority./.
