The Directive states that it is predicted that the national, regional and world situation will continue facing certain difficulties and complexities and Vietnam will encounter both opportunities, advantages and challenges, but challenges will prevail.

The Prime Minister requested ministries, agencies, localities, organisations and units to immediately focus on carrying out their duties after the Lunar New Year 2023 according to their functions, ensuring timeliness, quality and effectiveness in production and business, and socio-economic activities. He urged for efforts to be made right from the beginning of the year to contribute to the successful realisation of goals, targets and duties set for 2023 in line with conclusions of the Central Party Committee, Politburo, resolutions of the National Assembly, and Government, particularly the Government’s Resolution No 01/NQ-CP dated January 1, 2023 on key duties and solutions to carry out socio-economic development plan, the State budget estimate, improved business environment, and enhanced national competitiveness in 2023.

To highlight the responsibility, determination, and serious and effective implementation of duties and solutions as assigned in Resolution No 01/NQ-CP; to thoroughly grasp the motto "Solidarity, Discipline, Mettle - Flexibility, Innovation - Creativity, Timeliness and Effectiveness", concretising activities of each sector, level, agency and unit; to closely follow the reality, increase inspection and timely address rising issues; to continue renew thinking, governance and management method through specific and practical deeds.

To continue effectively implementing duties and solutions under the National Socio-Economic Recovery Programme; and three national target programmes. To concentrate on removing existing difficulties and shortcomings in production and business activities in fields; accelerating the implementation of large-scale, significant projects and works, making positive contributions to the development of sectors, fields and to the national development.

To quickly map out plans for the disbursement of the State budget-allocated public investment capital in 2023 in line with regulated principles and criteria; to well carry out investment preparation and preparation for the implementation of projects, inspect and review each project, allocate investment capital in 2023 provided that eligible projects must satisfy conditions for public investment capital allocation as regulated; to enhance the readiness, flexibility and capacity to implement projects.

To drastically and effectively work out solutions to speed up the implementation and disbursement of the State budget-allocated public investment capital, the National Socio-economic Recovery Programme, three national target programmes right from the beginning days and months of the year; and to highlight the responsibility of the leader, ensuring to fulfil the set targets.

To focus on accelerating digitalisation, particularly the implementation of the projects on population database, e-identification and e-authentication to serve the national digital transformation efforts in the 2022-25 period, and a vision to 2030 (Project 06), ensuring the set schedule and progress.

To speed up administrative reform, especially the reduction of business regulations, and decentralisation in the settlement of administrative procedures, and the simplification of internal administrative procedures in State bodies and renewal of the settlement of administrative procedures through one-stop shops, digitisation, and internet-based platforms.

Prim Minister Chinh asked the Vietnam Fatherland Front’s Central Committee, trade unions, socio-political organisations at all levels to bring into full play the strength of national solidarity, and to promote the whole people, trade union members and organisation members to make joint efforts to fulfil targets set for 2023; and called for business associations, business community, businesspeople and the whole people to take advantages of new opportunities and spirits to overcome difficulties and challenges to effectively carry out production, investment and business activities.

He urged Vietnam Social Security to proactively work with ministries, agencies, and localities to seriously, responsibly and effectively fulfill targets, duties and plans assigned for the sector in the implementation of social insurance, health insurance and unemployment insurance policies.
