VSS deploys the use of electronic identification accounts on public service portal

Vietnam Social Security (VSS) has just sent an official dispatch to the Government Office on the implementation of the use of electronic identification accounts.

Accordingly, following the Prime Minister (PM)'s Decision No. 06/QD-TTg on approving the Scheme on developing the application of data on population, identification, electronic authentication data for national digital transformation in the 2022-2025 period, with a vision toward 2030 (Project 06) and based on the proposal of the Government Office in Official Dispatch No. 6511/VPCP-KSTT dated September 30, 2022 on deploying the use of electronic identity accounts, the VSS has upgraded the VSS public service portal.

Accordingly, the function "Login through the National Public Service Portal" was added, in order to meet the requirement of logging in with an electronic identity account issued by the Ministry of Public Security via the Electronic Identity Exchange Platform of the National Public Service Portal.

Recently, the VSS has cooperated with the Ministry of Public Security to authenticate citizens' information, deploy the use of citizen identity cards and apply national electronic identification (VNeID) to replace paper health insurance cards, creating the most favorable conditions for people without having to carry many types of documents when going to medical care.

Before that, the VSS proactively developed a technical plan to be able to share data within the scope of Decree No. 43/2021/ND-CP stipulating the national database of insurance to build an electronic health book under the guidance of the Ministry of Public Security and the Ministry of Health. It also completed the technical connection to be ready to provide information to the VNeID application of the Ministry of Public Security. After the regulations were issued, the VSS coordinated with the Ministry of Public 

Security and the Ministry of Health to officially deploy on the electronic environment.

Over the past time, the VSS has coordinated with the Ministry of Public Security to authenticate citizens' information and use utilities on the national public service portal.

In order to effectively implement Project 06, the VSS always focuses on leading, directing and investing all optimal resources, in order to seriously and drastically implement the work contents. Accordingly, it has adjusted and upgraded the software to look up health insurance card information with a chip-mounted ID card to serve the medical treatment procedures covered by health insurance; synchronized citizen identity numbers from the national population database with the data of participants in health insurance managed by the VSS.

As a result, as of October 17, 2022, 11,634 healthcare facilities nationwide have been using chip-based ID cards (reaching 91% of the total number of healthcare facilities nationwide), with 3,832,242 searches on information to serve HI-based medical treatment procedures. In addition, 55,039,144 demographic information contained in the national insurance database was verified with the national population database; providing and sharing 61,408,276 records of social and health insurance information for the national population database.

Following the direction of PM Pham Minh Chinh - Chairman of the National Committee on Digital Transformation at the Conference to review the 6-month implementation of Project 06, the VSS has been coordinating with the Ministry of Public Security to deploy the biometric authentication technology based on biometric information integrated on the chip-mounted ID cards and on the data of the national population database to limit and prevent profiteering when contributing to social, health and unemployment insurance. Until now, the VSS has upgraded and adjusted the Receipt Portal of the Health Insurance Assessment System to integrate biometric authentication technology; coordinated with the Police Department for Administrative Management of Social Order (C06) and hospital management software providers to prepare for pilot implementation at some medical facilities./.
