Despite this growing importance, long-term care policies and service frameworks remain less developed than other areas of social protection, such as health and pensions. In many countries, the availability of formal care is still limited, and the boundaries between health care, social assistance, and long-term care are often blurred, weakening social protection and constraining public funding.
